DTI-CIAP gears towards a more competent construction industry workforce with stronger and more holistic HRD programs

The Department of Trade and Industry-Construction Industry Authority of the Philippines (DTI-CIAP) thru its human resource development arm; the Construction Manpower Development Foundation (CMDF) will be launching the Enhanced Construction Managers’ Training and Certification Program (ECOMTCP) within 2017 to lead infrastructure developments in the Philippines with capable project managers.   ECOMTCP is the enriched product of industry-led application of lessons from the former COMPTCP, which is CMDF’s pilot program to assure that competent project managers will handle huge and complex projects in construction. ECOMTCP, which is projected to begin pilot run on the 3rd quarter of 2017 will be more acceptable and align itself with Philippine education standards. The goal of the program is to guarantee the competency of project managers by introducing rigorous assessment mechanism and added incentives like earning CPD units, additional credit points for PCAB Contractor’s License, and harmonized requirements to ASEAN Chartered Professional Engineer.   CMDF is working with DPWH to endorse 43 graduates of DPWH’S Project Managers Course for certification to ECOMTCP. Space agency bill goes to plenary

 By JUNE S. BLANCO   HOUSE Science and Technology Committee Chair Rep. Erico Aristotle Aumentado (Bohol 2nd District) will submit to plenary shortly the bill proposing the creation of a space agency. Aumentado emphasized that it is high time that the Philippines upgrades its technology. One such leap would be by launching satellites into space to better communicate information to the people. The solon said the agency would be under the Department of Science and Technology (DOST). He said on top of information gathering, satellites can also be a peace and order tool. He said they can best be maximized in surveillance activities as they can easily track the movements of people with suspicious activities. Satellites can locate suspects with surgical accuracy, he said. Aumentado expressed confidence that the bill will be approved in the plenary because it already has the backing of many of his colleagues. TIEZA endorses new Bohol tourism loops

 By JUNE S. BLANCO   THE Tourism Infrastructure and Enterprise Zone Authority (TIEZA) has approved in principle the development of new tourism loops for Bohol. Rep. Erico Aristotle Aumentado (Bohol, 2nd District) said the TIEZA concept groups that visited Bohol last month have endorsed the Abatan River-San Vicente Ferrer pilgrimage site-Punta Cruz Watchtower loop in Maribojoc town, the Ubay Stock Farm in Ubay and all possible activities on top of rodeos that can be done there, and more exciting and titillating activities at the Danao Adventure Park in Danao. Aumentado said the concept groups will next conduct the formal feasibility studies to determine what infrastructure and improvements are needed to ensure complete, convenient, enjoyable and memorable tourist experiences. Based on the studies, the detailed engineering designs (DEDs) and programs of works (POWs) can then be prepared. These, in turn, will determine the cost of the projects – readying them to be proposed for funding. The visit of the TIEZA concept groups was at the instance of Cabinet Secretary Leoncio Evasco and Aumentado as part of the latter’s responsibilities as House Tourism vice chair. The solon had said Bohol should offer more than the Chocolate Hills and the tarsier to keep its niche in the highly competitive tourism industry – at a reasonable price range. PH Startups Encouraged to Join The international conference Geeks on a Beach will kick off on August 20, 2015 at the Crown Regency Resort and Convention Center in Boracay. TechTalks.ph founder Tina Amper called on tech entrepreneurs to join the Geeks on a Beach (GOAB) international tech confab. The activity is set for August 20-21 but there are side activities before and after the dates.   According to Amper, TechTalks.ph’s GOAB, is the place to be for Philippine​ startups or innovation-driven enterprises in Southeast Asia who are​ looking for prospects for funding, partnerships, networks, and fun-filled learning on technology and entreprene​urship.   “Geeks on a Beach offers​ startups and related software technology companies​ great​ venue opportunities to succeed. Recommended Rice Varieties for Some of Bohol’s Marginal Rice Lands

More than half of the world’s population depends on rice as their staple food.  In Bohol, about 25% or 47,378 hectares of its agricultural lands are planted to rice.  About 55% of these depends on rain as its source of irrigation water. Lack of irrigation puts stress on growing rice, and other factors such as drought, salinity, submergence, and nutrient deficiencies also limit rice production.  Such areas comprise 51% or around 24,284 hectares of riceland in the province.  Hence, the greatest potential for increasing rice yield lies on these types of land. Using recently developed rice varieties, the Bohol Agricultural Promotion Center (BAPC) participated in a multi-environment testing of stress tolerant rice from 2008 to 2010.  This has resulted in several varietal recommendations for the Boholano farmers, particularly those tilling marginal rice fields: For zinc deficient soils (both low & high pH soils), elite line IR55179-3B-11-3 had stable yield of 5.7 (low pH soil) to 6.2 t/ha (high pH, calcareous soils); 4 elite lines also yielded high in high pH, calcareous soils For rainfed, drought-prone areas in Bohol NSIC Rc 222, NSIC Rc 192 and PSB Rc 68 are recommended For saline-prone areas in Bohol PSB Rc 88 is recommended For submergence-prone areas Raeline 10, PSB Rc 18-Sub1, elite line PR37416-18-1 are the recommended varieties And for zinc deficiency + iron toxicity soil complex (low pH soils), IR77674-8-2-2-8-2-4 is recommended. House helpers in business is illegal

HOUSE helpers should only be working as much. This summary came after labor authorities note that business employers may circumvent the law and hire house-helps to tend their business enterprises, a practice that is illegal. Department of Labor and Employment (DOLE) in Bohol said since house helpers: maids cooks, handy men, yayas, drivers and those doing odd jobs in exchange for roof over their heads are not covered by the existing labor laws, business employers use this ploy to evade from giving these people the righteous wages. House helps rates are usually determined by personal agreements, some helps do haggle for just rates but those who do not have the voice to strike deals are bound to slavery that gets them to jobs from 4:00 am to past 10:00, sans any medical or health benefits, 13th month pay and other perks. In fact, according to DOLE information Officer German Guidaben, a law enacted in early 1990s which pegs a house helper’s pay needs an amendment, fast. Republic Act 7655, enacted August 19, 1993 mandates that house helps be paid P800.00 a month for househelpers in Manila and in highly urbanized cities; P650.00 a month for those in other chartered cities and first class municipalities; and Five hundred fifty pesos (P550.00) a month for those in other municipalities. At this rate and with a minimum wage set at P255 per day in Bohol, employers into business may hire house-helps but whose tasks include tending stores or other business venture, DOLE’s Chief Wilson Cenas explained at last week’s Kapihan sa PIA.
