Officials urge fishermen to help guard Bohol waters

TAGBILARAN CITY, April 21 (PIA)–Local government officials here are not taking any more chances: they are mobilizing information force multipliers against threat groups inside and outside Bohol.   At the Press Briefing for the updates on the Inabanga clash between government troops and Abu Sayyaf Group members, Police Task Group Commander PCSuperintendent Noli Taliño hinted the need for a tight dragnet that could snag the remnants of the clash who are on the run and may slip out of Bohol through stolen boats.   Earlier on that same day of the briefing April 17, Governor Edgar Chatto said he met Bohol Congressional representatives, Bohol Provincial Officials, mayors and Municipal Local Government Operations Officers to cascade the mandate to form the dragnet that they would spread across all coastal towns to watch for any attempt to escape.   The expressed instruction is: convene all coastal law enforcement (CLE) groups, fishermen organizations and commercial fishers to help in the efforts to keep Bohol safe.   Bohol has 29 coastal towns of its 48 towns and organizing these fisher groups and commercial fishers as additional eyes and ears can well boost Bohol’s efforts to enforce an impenetrable wall from the outside and a containment that does not allow just anybody to slip through.   Marginal fishermen, commercial fishers, they can be our help in watching our coastal areas from any stranger groups leaving or landing, a police security officer at the briefing sidelines explained.   While intelligence officials have hailed Bohol’s community based Purok Power movement which helped spread the information about the incursion of the ASG bandits over ten... read more

Duterte: get remaining  bandits, dead or alive

TAGBILARAN CITY, April 19 (PIA)–To ring the message across that he abhors criminalities, President Rodrigo Duterte issues the order to just anyone: get them, dead or alive. And by everyone, his order did not just mean for the government operatives, he also addressed to civilians willing to finally end the terror and hunt down the remnants of the group of armed Abu Sayyaf bandits contained in the fields of Inabanga. Coming to Bohol not on his official, but on his personal schedule, President Duterte who just came in from a state visit in the middle east immediately flew to Bohol to be briefed on the Inabanga incident that left 3 military, one police and 4 deaths from the notorious kidnap for ransom group. Two of those who died were a couple identified as relatives of the local guide of the bandits are still under investigation, explained Armed Forces of the Philippines chief of Staff, General Eduardo Año. Government troops sweeping the war zone also recovered bomb making tools and electronic parts that can be used to manufacture bombs. The Abus Sayyaf incursion to Bohol, over 600 kilometers from their strongholds in Basilan, happened in time for the international gathering of leaders of the countries in southeast Asia in Panglao. “I am here just to warn everybody, my order is to demolish them,” Duterte spoke to Bohol and national media after an hour and 45 minutes of briefings of the Inabanga incident and the Association of Southeast Asian Nations (ASEAN) Trade meetings set from April 18-21, at the Hennan Resort in Panglao. “To civilians interested to fight and kill,... read more

Trade chief to Zamboanga MSMEs: maximize government programs

ZAMBOANGA—During the Department of Trade and Industry’s (DTI) official launch of Trabaho, Negosyo, Kabuhayan (TNK) on 6 October in the Zamboanga Peninsula, the country’s trade chief called on locals to maximize the use of government programs to create businesses and gain employment to empower themselves.   DTI Secretary Ramon Lopez highlighted the government’s initiatives to extend to all Filipinos the benefits of the current Philippine economic growth by strengthening the micro, small, and medium enterprises (MSMEs), creating robust industries, and boosting investments. These, in turn, will lead to job generation and sustained entrepreneurial revolution, according to him.   “TNK’s goal is to create a culture of Filipinos who are success-driven, independent, and know how to appreciate the value put on one’s work. The core of the program is to empower the bottom of the pyramid to empower the nation,” said Sec. Lopez.   He shared that the business confidence index of the Philippines is at 38%, which has an impact on various industries such as manufacturing, agriculture, and export.   DTI is currently using the 7Ms of Successful Entrepreneurs framework (Mindset, Mastery, Mentoring, Money, Machine, Market, and Models) as a strategic approach to empower entrepreneurs and encourage Filipinos to start their own businesses, thus helping them improve the quality of life.   Apart from national and international trade fairs, there are partnerships with premier malls, shopping destinations, as well as airports to enhance market access for local entrepreneurs through the Go Lokal! stores and other pasalubong centers.   These Go Lokal! stores and pasalubong centers serve as incubation stores for MSMEs where their products gain public exposure for free before they...

Copper Cables for Computer Networks

Structure Cabling System Series By: Jerome Auza A company setting up a wired network should carefully choose the type and quality of the network cables used. Unfortunately, there are a lot of fake network cables sold in computer supply shops and hardware stores. One should be careful when purchasing network cables. There are several types of cables that may be used. For small networks, usually the unshielded twisted pair or UTP of the type Cat5e is used. Cat5e is a name of the standards defining the performance characteristics of the cable which is capable of 1000mbps speed. For larger networks or for high speed requirements up to 10gbps, the Cat6 standard is used. In environments where electrical or electromagnetic interference is unavoidable, the shielded twisted pair (STP) is used. When buying network cables, make sure to purchase them from suppliers that sell only original products. There are many fake network cables sold and possibly the owners of the stores are not aware that these are fake products. Inspect the copper wires within the plastic cover of the cable. These wires should feel thick and firm not not flimsy. The fake cables use thinner and lower grade materials that are easy to tear apart. You can tell if the wires are too thin if the wires inside doesn’t seem to fit snugly inside the plastic cover. I took pictures of fake or incorrect cables that may be sold in local stores in Bohol and compare them with an original cable. Figure 1 is an original cable. There should be 4 twisted pairs inside the Cat5e cable with the following colors:...

Chatto bares comprehensive plan for sports development

HOW do we make sports champions of Boholanos? Definitely not with the current sports programs that engage athletes only a month before the competitions. Apparently fed up with Bohol’s dismal showing in sports competitions as its athletes often are made to be content occupying the less loftier heights in sports dais, Governor Edgar Chatto said the new Capitol administration wants a comprehensive sports program for the youth. Sharing his thoughts during the weekly “Kita ug ang Gobernador” at the People’s Mansion, Chatto said a year-round sports activities ending with an annual meet that enough and would want to get its money where its mouth is. Governor Chatto revealed Friday that Capitol is now embarking on a no-nonsense sports program that would make a comprehensive province-wide sports program that is destined to bring out the champions in Bohol. He said that aside from the regular Congressional, Provincial and the Regional Meets handled by the Department of Education, continuous sports development activities would be run. “After the [athletic] meets, the kids will find an arena in further developing [their sports]”, he added. “We must be able to get the most outstanding players through a sustainable sports program,” he stressed. We have to make sure that, instead of doing drugs, we can push their energies into positive values of discipline and teamwork, by giving them alternative activities other than helping work in the family, Chatto explained. Consistent with this and assuring that Capitol puts its money where the mouth is, the provincial government is reportedly increasing its financial assistance, along with the district representatives to the different athletic meets. Chatto revealed that...

Capitol wants tourism data to back up “future policies”

IS tourism really that miracle engine behind Bohol’s economic boost? Many want to know. But absent the necessary data that would confirm or deny the claim, Capitol is now eyeing a study commissioned to do exactly that. At the recent Kapihan sa PIA aired live over DyTR, researchers at the Holy Name University shared that Capitol is now formalizing negotiations with the local research firm to make tourism profiles of towns as a baseline data laying the substrata of the newest economic wonder engine claim. Holy Name University’s Bohol Poll, which has established a track record of credibility after conducting almost accurate predictions in its regular annual surveys since 1998 could be Capitol’s choice of partners in the survey. “The profile would give us an accurate picture of the tourism in the towns, its services, facilities and supports structures,” Josephine Cemine of the Holy Name University Center for Local Governance said. Cemine also revealed that they are now studying Capitol’s request for assistance to help them put up a data base that would rightfully support Bohol’s claims. The negotiations however are not yet final, she hinted during the weekly forum held at the PIA. The research data gathered could actually pinpoint if Bohol’s crafted vision to pre-position the province as a prime eco-cultural tourism destination in the country has borne fruit in the last decade. The data could also tell if eco-tourism benefits have created the “noted” economic up-liftment of communities as recorded by the United Nation’s Human Development Index. Romeo Teruel of the Bohol Center for Development Studies said that the present Capitol Administration has put in regular...

Bohol eyes 120% rice Sufficiency in 2013

WILL an ambitious 120% rice sufficiency in Bohol attainable two years from now? The Provincial Agriculture Office believes so. Rushing to fill the empty rice bowls of rice deficient Central Visayas, Bohol farm authorities shared that attaining the 40% increase in the region’s rice production share in two years can be done as long as concerned officials and workers take on the dare. Rice is still Bohol’s leading staple crop supplying a rice equivalent of 107,983 metric tons for the region in 2009, registering a surplus of 844 metric tons. By 2013 however, it hopes to bag 35,118 metric tons surplus, already considering consumption by increment population increase, Larry Pamugas, assistant provincial agriculturist explains. According to a rice sufficiency plan presented by the Office of the Provincial Agriculture, the ultimate goal is to increase the current 67.9% of rice Bohol supplies to the whole region’s total requirement. The end goal however is to increase the average per hectare yield to 250,550 to 265,833 metric tones from an annual average of 229,636 this year. This means an incremental rate of at least 2 metric tons per hectare yield from 2010-2013, increase milling recovery to 65.4% and pitch for a 70% increase in the adoption of high yielding rice varieties. Confident it can be done, Pamugas sees a glimpse of hope, as rice is only planted in 25% of the total agricultural lands in Bohol, he showed. Opening up a bigger share, say 40% of the total agricultural lands necessarily raise the chances of and increased produce. Moreover, he showed mayors during a recent meeting that producing high quality whole grains,...

Danao finally breaks habit, Go for sanitation, hygiene

PERHAPS an out-building made of coconut and nipa leaves for a toilet merits no news at all. But when it eloquently shows a community’s first tentative steps to break a habit that kept generations from learning the benefits of sanitation and hygiene, it surely gives them the print space. In Danao, Bohol, communities have started to dig the truth behind health, sanitation and clean environment, a fact that makes Danao Mayor Thomas Louis Gonzaga hopeful in his drive to bring his town off the hooks of poverty. “I believe in good health starts with a clean environment” the mayor said and adds, “education is the key to good health.” Unsuccessful in their initial attempt to get the people digging for their own sanitary toilets despite the town providing toilet bowls, cement and technical help, the need to get people understanding the value of cleanliness finally got to them through the government’s Pantawid Pamilyang Pilipino program (4PS). Implemented by the Department of Social Welfare and Development (DSWD), the 4Ps in Danao town also allowed beneficiaries, whom the town granted toilet construction materials, to sit on community assemblies and family development sessions. It was through DSWD’s Family Development Sessions (FDS) that program partners sa Department of Health, LGU and Department of Education picked the opportunity to deal with educating the beneficiaries the importance of having toilets. Here, what the town could not do: educating their people was unwittingly advanced by the 4Ps. Educating the people to contribute to a cleaner environment in line with the town vision of a brisk extreme eco-tourism activity as an engine for over-all development was then...
