PSSuptGornez stresses shared responsibility in crime fighting

In his first PPOC appearance… PSSuptGornez stresses shared responsibility in crime fighting Stressing that “working closely with stakeholders will be a key success factor in fighting crimes, PSSupt. Julius Cesar Gornez made his first official appearance and report to the Provincial Peace and Order Council last Thursday, February 28 with succinct words. “The achievement of the utmost desire to have peace and order will always be a shared responsibility between the security forces of the Government and the civil society,” the new police provincial director who came back to Bohol amidst political intrigue, underlined the key to successful crime prevention. Colonel Gornez, who had his decorated years as chief of the Tagbilaran City police years back, came to the call of duty following the shuffle which many public officials in Bohol alleged as a political manipulation. When PSSuptGornez replaced PSSupt Angeles Geñorga, insinuations of political machinations surfaced, but outgoing police director explained that shuffles in the police organization are regular activities especially with elections looming in the horizon. In his first appearance at the Bohol PPOC, Supt Gornez showed a very promising anti-crime operations with a visible downtrend in crime volume in the last three years. Citing crime volumes all over the province in the first month of 2017, 2018 and 2019, the soft-spoken new top cop showed 36% crime volume reduction average for the three Januaries. Records released by the Philippine National Police national database of Crime Information Reporting and Analysis System (CIRAS) which Camp Dagohoy, Bohol police headquarters cited, showed that in January of 2017, Bohol crime volume reached 567. The month showed 195 index and 372... read more

HNU impresses DND, OCD during Q1 NSED

The evacuation was quick, orderly and things worked like clockwork, but there is never really one good drill that could be rated perfect until disaster arrives and there is zero casualty. Thus hints Department of National Defense (DND) Major Aristotle Antonio who, along with other DND officials and the Office of the Civil Defense in Central Visayas validated the conduct of Holy Name University’s (HNU) part in the National Simultaneous Earthquake Drill (NSED) for the first quarter of 2019, set last February 21 at 2:00 PM. But while the regular conduct of simulation exercises and disaster drills may not be enough, allowing people to have an idea what to do and where to go during such disasters is already a big step towards attaining zero casualty, says Office of the Civil Defense (OCD) Assistant Regional Director Engr. VerneilBalaba. Both Balaba and the DND observed the conduct of the HNU earthquake (EQ Drill) drill made complex by mass casualty incident where a simulated fire has caused “mock injuries,” to trigger school emergency response teams. The NSED was also done in several parts of the country, to allow communities to go through the standard processes in disaster response to instill in everyone the automatic response needed so everyone can be oriented and can thus do what they have to, to be safe and to avoid confusion which can result to injuries. The Philippines sits along the Pacific Ring of Fire is in constant threat of earthquakes and earthquake generated tsunamis, that the drills can be very effective in guiding people on what to do in the event of an earthquake, and... read more

Are you Kinatkatay ready?

Technical climbs and rampage rated downhill sections with possibly painless ball-out sections if you are quick to roll into the tall grasses: these await the uninitiated into the KinatkataysaBinabaje, Alicia’s extreme cross country mountain biking challenge. Set in the afternoon of February 24, the 35 kilometer race of epic proportion, is generously spiced up with punishing climbs into the tall hills of sitioBinabaje in Barangay Cambaol in Alicia town, and opens to age group competitors. But just before you let go of that P400 registration, it just might be fair if you get forewarned about what to expect when you get on The Alicia Panoramic Park (TAPP) trails. BUILD ON THE MUSCLE AND THE HEART If you ever had joined a group trail ride and wondered how you humped and puffed while other whizz through, then you know what it is to climb faster, rip through the downhills and bunny hop on obstacles like they do. That ain’t coming with your kind of training regimen. You would have to invest in lots of riding, great fitness workouts and scratched bikes. So take on the trails at least four times a week and build on those heart muscles. TAPP’s KinatkataysaBinabaje is a 35 kilometer 3 hour ride at least, so it would make sense if your designed training program fits the race distance. Or more. Single day long rides or moderately long rides placed back to back in the remaining weeks should work on the muscle memory and the heart. Keep the intensity level high in short trail rides, and do not forget the recovery rides, that is where one...

PH to develop AI-enabled workforce to address the threat of AI

MANILA – The Department of Trade and Industry (DTI) together with the Department of Information and Communications Technology (DICT) and tech pioneer company AI Pros, are set to join forces to train Filipinos in using Augmented Intelligence (AI2) as a solution to the impending threat of artificial intelligence on the jobs in the Information Technology – Business Process Outsourcing (IT-BPO) industry, while encouraging investors and operators to create more Socially Responsible Business Process Outsourcing (SRBPO) in the countryside. “Instead of AI replacing jobs in the IT-BPO industry which is estimated to affect half of the 1.3 million jobs in the sector, the workers will be trained and upskilled to make use of AI2-enabled systems.  Basically, it’s making the AI system become the solution to the problem,” Trade and Industry Secretary Ramon Lopez explained. “Augmented Intelligence will combine the power of artificial intelligence with human intelligence to upskill the Filipino workforce and make them more effective and productive by enabling them to do complex and higher-paying tasks. This initiative, summed up under the “Philippine AI Workforce” brand campaign, will provide more jobs to Filipinos and bring the development to rural communities,” DICT Acting Secretary Eliseo Rio added. “We are the first country to launch this kind of initiative. Instead of looking at AI as a threat to the BPO industry, the Duterte administration is using AI2 to provide more opportunities for inclusive growth. We will train and enable our workforce, regardless of their background and experience, to use AI2 to perform smarter and complete difficult tasks, and help them move up the value chain. The training will make them employable, operating even in the rural...

Balicasag PPA port plan resurrected at AUDIO

TAGBILARAN CITY, May 12, (PIA)–There might be a little hope for Balicasag, Panglao and maybe Cabilao to set up their municipal ports to be supervised by the Philippine Ports Authority (PPA), but they have to redo the proposals to get the plan back on track. PPA Engineering services Division chief Engr. Richard Elopre told members of the Association of United Development Information Officers in Bohol (AUDIO) meeting at the PPA Multi-Purpose Hall that there used to be a proposal for the PPA to help build Balicasag and Cabilao Ports. Although technically beyond the jurisdiction of the PPA, as the proposed ports would be serving small motorized boats and are regulated by the Maritime Industry Authority of the Philippines (MARINA) and fishing boats by the Bureau of Fisheries and Aquatic Resources (BFAR), the PPA would have all operated ports under their supervision, PPA chief safety officer and public information officer Archt Epelito Arao-arao bared. Earlier, information officers who listened to the PPA mandates asked how the PPA determines the establishment of ports. Concerned about the haphazard manner by which boat operators dock in Panglao’s tourism island Balicasag, Panglao Information Officer and Executive Assistant Danny Reyes asked if the PPA can help put up a port of sorts to streamline Balicasag dive, snorkel and island hopping operations and spare the tourists from the hassle. Reyes said around 80 to 100 motorized bancas come to Balicasag every day and dock just everywhere. On this, Archt Arao-arao explained that since the 1970’s creation of the PPA, it has predetermined ports based on revenues, income, size and strategic locations as part of PPA ports...
