GOV LAUDS PANGLAO BAY PREMIERE FLAGSHIP TEZ PROJECT

Gov. Edgar Chatto thanked the Alturas Group of Companies,  Asia Pacific Projects, Incorporated  and Tourism Infrastructure Economic Zone Authority (TIEZA) for starting with the right foot forward in the presentation of the Panglao Bay Premier Flagship Tourism Enterprise Zone Development Plan at South Palms Resort in Panglao on Wednesday. This is what government expects from big time developers, the governor said. “All investors should do this: present plans to the stakeholders so that all other players in government and private sectors can support and align prioritization of their own plans consistent with the investors’ directions,” he said. The Alturas Group gathered local officials, national government agencies, non government organizations, civil society groups in a forum to present the draft plan for the flagship tourism enterprise zone in Panglao, which will be among 5 listed potential flagship tourism enterprise zones. The priority area for the Panglao Bay Premier Flagship TEZ covers over 50 hectares in Panglao and is about 3 kilometers by road away from the New Bohol Airport. The development envisions luxury hotels, hotel residences, spa and wellness centers, bed and breakfast places, a village market, shops, among others. The project is expected to make Bohol a major  tourism player than it already is and create additional jobs.  The flagship TEZ is seen to create employment of up to 8,000 and generate economic activities for the local communities. DIGITAL BOHOL prepares for ICT-Educ Summit

  GOV. EDGAR M. CHATTO sat with the Bohol Information and Communication Technology Council (BICTC) for a situationer briefing of Bohol’s digital landscape and to brainstorm on the immediate need for an ICT Education Summit for the province at the Governor’s Mansion Tuesday. Lai Biliran updated the governor about Digital Bohol and presented the data on Higher Education Institutions (HEIs) ranking in the Visayas across varied disciplines as it correlates to the long-haul development agenda of the province and the need for jobs by big industries. Gov. Chatto and the BICTC members were made to understand how the HEI rankings reflect Boholano institutions’ status as regards to world-class quality education, as compared to that of other learning establishments in other areas in the country. Ms. Biliran emphasized and explained about the importance of the terms “Center of Excellence” and “Center of Development” as reflected on the HEI rankings and how they reflect a learning institution’s capability and capacity in passing on world-class quality education to its students. As defined under CHED Memorandum Order (CMO) No. 16 Series of 2015, a Center of Excellence (COE) refers to a teacher education program under a college or department within a HEI, which continually demonstrates excellent performance in the areas of instruction, research and publication, extension and Linkages, institutional qualifications, and exhibit an excellent ability to produce quality pre-service teacher education to meet the needs of progressive teachers for elementary, secondary and special education programs in the Philippines. Full launch of PNTR set on August 1

The Philippine National Trade Repository (PNTR) which is a web-based portal that provides a single source of comprehensive, accurate and updated trade information will finally be launched on August 1, 2017. Its establishment is an important component of the government’s trade facilitation strategy. A more transparent trade environment will allow business easier access to information and facilitate their compliance with prescribed regulations. The ultimate effect will be to reduce the amount of time and costs in trade transactions. The launching will be participated in by the Trade Regulatory Government Agencies (TRGAs), representatives from the private sector and selected importers accredited by the Department of Agriculture. Expected to grace the event are the EXCOM Members of the Department of Trade and Industry, headed by the Undersecretary of the Industry Development and Trade Policy Group, Dr. Ceferino S. Rodolfo who will provide the keynote speech on behalf of DTI Secretary Ramon M. Lopez. Dr. Cielito F. Habito, Chief of Party of the USAID- Trade Project is among the guest speakers, together with Mr. Walter Van Hattum, Head of Economic and Trade Section, EU Delegation to the Philippines. Senator Loren Legarda offers jobs thru Job Fare

To help alleviate the worsening unemployment situation in the Philippines, the Office of Sen. Bohol theater groups to stand up against poverty

THEATER groups here in Bohol stand up and take action against poverty through creative theater media to engage audiences to respond to the call for participation. Organized by the Bohol Arts and Cultural Heritage (BACH) Council Theater committee, the community-based groups here mount pockets of theater activities from October 16-18 in different venues for the purpose, says Theater Committee Chair Lutgardo Labad recently. The community theaters, now empowered to demand action from their leaders to tackle development issues, pressing them to abide by the Millennium Development Goals (MDGs), added the multi-awarded Boholano theater director-composer. The local community theater groups led by Punta Cruz Cultural Collective in Maribojoc and joined by Antequera, Anda and Cortes guilds bring in theatrical performances to get people looking back at their government’s commitment ending poverty before 2015. Now becoming a global snowballing action to realize the MDG by 2015, Stand Against Poverty movement has compelled leaders to make true to their promises in line with the goals of. The MDGs, agreed by countries years ago hopes to eradicate extreme poverty and hunger, achieve universal primary education, promote gender equality and empower women. The same goals hope to reduce child mortality, improve maternal health, combat HIV AIDS and other diseases. The countries also aim to ensure environmental sustainability by developing a global partnership for development. Dads release butanding in Ubay

Barangay Councilor Eustaquio Amolat of Juagdan in Ubay town and fellow fishermen were suprised at around 2:00 AM last Thursday (September 17), they noticed found a 22-ft long whale-shark on their gill net. Upon arriving in Guintaboan, the fishermen radioed the local coastal resource management (CRM) coordinator of the town to report the incident. Ubay Mayor Eutiquio Bernales personally led the responding team composed of the CRM coordinator Alpios Delima and Bureau of Fisheries and Aquatic Resources representative Roselle Hilot came to the whale-shark’s rescue. After the team documented the incident, they released the whale shark out to sea at around 11 AM of the same day. According to wikipedia, a whale shark is the largest fish and is called so because it is a shark as big as a whale. Whale sharks can grow up to 60 feet in length and could weigh as much as 15 tons. Mostly found in tropical and warm oceans, the whale shark, or butanding, like a shark has an unusually large mouth but feeds on mostly planktons, microscopic plants and organisms by filtering the water it siphons. Usually seen in Bohol during the peak months of summer marine migration, these pelagic whale sharks usually swim with a pod of whales passing at the seas south of Bohol, lingering near Pamilacan Island to feed before continuing on their journey to the Tubbataha reefs. Bohol aligns 3 ARCs for JICA funds in ‘09

BOHOL aligns three major agrarian reform community (ARC) projects for foreign funding and leading officials are confident the province keeps an ace in its sleeves in accessing funds for its implementation. The hidden card, provincial agrarian reform officers Atty. Johnson Sinco and Dr. Tony del Socorro point out, is the convergence formula implemented by Bohol leaders. Convergence formula is a strategy of cost sharing in the implementation of projects where the beneficiary local government shares in the costs of the project with the funding agency and the community people’s organizations. Here, a barangay government fund is propped up with the share from the provincial government, other government agency in the area concerned with battling poverty. Even the people’s organization puts up labor counterpart, explains Atty. Sinco during the recent Kapihan sa PIA. This way, the people realize that they too have ownership of the project and this improves the chances of communities taking care of the project sustainability, he added. During the recent forum on the air in time for Department of Agrarian Reform Bohol Family Day, both officials reasoned out that it is not the sorry state of the communities that gave Bohol the edge. While massive poverty in contiguous communities is one major criteria for allotting DAR CARP project funding, both officials also agree that funding agencies find a bias on good track records and in really spilling over development to areas needing one. Convergence strategy allows CARP projects better chances

BOHOL’s secret formula: its edge in getting the best chances for funding its agrarian reform projects is the convergence strategy. Agrarian Reform Officer Atty Johnson Sinco and Dr. Tony del Socorro both agree that it is not poverty that puts Bohol closer to the CARP fund buckets, but the shared responsibility between governments and the community.
