A Stakeholders Forum or Mining Summit for Local Chief Executives (LCEs) will take place in Cebu next week. This summit aims to have a better understanding on the important role local government units play in the implementation of mining laws. The Mining Summit is set on September 24 with the bulk of the invited participants composed of mayors from the different towns and cities of Cebu and other stakeholders in the mining sector. Roger de Dios, vice-chair of the Regional Minerals Development Council (RMDC) and officer-in-charge of the Mines and Geosciences Bureau (MGB) of the Department of Environment and Natural Resources (DENR-7) bared local government units (LGUs) need to know their regulatory powers and exercise these under the mining laws as well as other related rules particularly as the functions of the DENR has already been devolved to the LGUs. Among the topics to be tackled in the mining summit include the Philippine Mining Regulatory Framework, Situationer of Mining in Cebu, Mineral Endowments in Cebu, Role of LGUs in the Implementation of Mining Laws, Rules and Regulations, and Deputation & Apprehension Procedures. A major highlight during the summit will be the signing of the Memorandum of Agreement among the DENR-7, DENR-MGB 7, Armed Forces of the Philippines – Central Command, Philippine National Police -7 and the National Bureau of Investigation -7 that will compose the Multi-Sectoral Task Force to enhance the law enforcement capability in pursuing a more vigorous campaign against environmental laws violations particularly on illegal mining and quarrying operations. The 2009 Alay Lakad executive committee is now in preparation for the coming WALK-FOR A CAUSE activity set September 18. Last year’s collection was P197,382.70 for the financially-challenged but deserving students, skills trainings and livelihood projects. In the actual walk, the first group will be led by the Bohol Jaycees and Lions clubs, while the second group will be headed by the Rotary Club of Tagbilaran, Rotary Club of Upper Tagbilaran and the Kiwanis Club of Metro Tagbilaran coming from two (2) jump-off points namely: the Tagbilaran City Government tennis court along JA Clarin Street and the Lim Cua Juanay Cockpit along CPG North Avenue. During the Alay Lakad executive committee meeting it was suggested that each employee in the city, province or national agencies will contribute not less than P20.00, regardless if he or she will participate in the walk or not and any amount will do for students. First-aid will consist of two (2) separate composite teams composed of CHO doctors and nurses and the BFP-TCEMROT rescue team. An on-air marathon will be conducted to encourage pledges and massive participation over Stations DYTR and DYRD on September 14 and 15. At present, there are six (6) scholars being funded by the Alay Lakad. The raffle draw for the first 1000 participants and the selection of the Miss Alay Lakad 2009 will add fanfare to the activity. EXPECT the country’s best paddlers here as the 3rd Leg of the Philippine Kayak Challenge rows to the region’s eco-tourism capital this November. The leg comprises a marathon kayak crossing from Cebu to Bohol, organizers said during the recent Provincial Tourism Council Meeting last week. According to Val Camara, the Department of Tourism (DOT) Philippine Convention and Visitors Corporation (PCVC) brings to the Visayas the Adventure Philippines Kayaking Campaign to generate a new consciousness for the sport. The racing event, open for single and tandem, sit in and sit-on kayak enthusiasts would take off from an area somewhere near Punta Engaño in Cebu. Then it would take paddlers to the coasts of Cordova and then cross to Olango island in Cebu. From there, the race shifts to a dangerous crossing to Getafe Bohol through the islets and tide flats to complete the 24-kilometer crossing distance. Then from Getafe town, the racers take their boats to the coasts of Buenavista, Inabanga, Clarin and then for a short stop at a sandbar off Tubigon town. Then the race continues to Calape, take the Moalong River and the out to PuntaCruz point in Maribojoc before crossing the Maribojoc Bay for the final dash to Panglao island. “This is exactly the activity that would open up another niche market for tourism in Bohol,” asserts Camara. BOHOL police officials do not just want gun-free tourism areas here. In a recent move presented to the Provincial Tourism Council, PSSupt. Edgardo Ingking bared the plan to transform tourism areas into “Discipline Zones” (DZ). “We want to help create an environment to sustain Bohol’s tourism potential by strictly imposing order, maintain and sustain the law enforcement efforts by making sure basic laws are followed,” he told council members. The police proposal also dovetails with the out-going tourism council chairman Peter Dejaresco who said Bohol’s greatest challenge is to sustain its tourism momentum. “Unchecked incivility and disorder breeds crime,” Ingking, who may have this as his last legacy to Bohol before he bows out as provincial commander here stressed. In designated pilot tourism areas, he explained, police would go for zero crime tolerance on basic laws in traffic, squatting, pollution, illegal vending, sanitation and applicable local ordinances. In these areas, anti-littering, smoking areas, traffic laws, environmental laws, discipline and some local ordinances like stakeholder uniforms may be strictly enforced to impose order. To be implemented in tandem with the business sector, police and the civil society, the “Discipline Zone” plan creates a formidable force against crimes, he assured. Set to be a three phased plan, the DZ would start its three month pilot implementation after the stakeholders shall have identified the areas. HEALTH authorities in Bohol vow to activate nine more Hospital Acquired Immuno Deficiency Syndrome (AIDS) Core Team (HACT) after taking the cue from Bohol regional hospital. According to Board Member Cesar Tomas Lopez, Sangguniang Panlalawigan Committee on Health, after the reactivation of the Gov. Celestino Gallares Memorial Hospital HACT and Center, other government hospitals would follow suit. In fact, there is already a step to identify more government and private hospitals for possible HACT Centers, Lopez, who is also a doctor, added. The move, one of the more proactive steps by local authorities against the threat HIV AIDS however dents less over the large misinformation about the disease.
