The Police Regional Office – Central Visayas (PRO-7) will have house-to-house visitations of gun owners with expired licenses. This is in support to their continuing campaign against loose firearms as mandated under Executive Order 817 or the National Firearms Control Program. Police Regional Office (PRO-7) Firearms and Explosives Unit (FEU) Head P/Supt. Jacinto Cesar bared that since the EO took effect this month, only 132 license firearms were renewed as of August 20. The reduction of loose firearms is also aimed to prevent the use of illegal firearms in wrecking harassment and violence in next year’s polls with the 2010 Presidential race. But even before the EO took effect this month, the PRO-7 already renewed 879 licenses as of July 22 exceeding the three percent monthly target as the figure accounts for 4.3 percent of the 20,370 guns with expired licenses in Central Visayas. A one-month amnesty from October 1 to 31 is likewise given to gun owners whose weapons have never been registered. The “Bagong Bayanis” are the underprivileged workers, including the Overseas Filipino Workers. This group will soon be represented in the halls of Congress of the Philippines. The Organizations for National Economic Benefits for Overseas Workers, Helpers and Other Laborers or One-Bohol who petitioned the Commission on Elections for its accreditation as a sectoral party list in the coming 2010 elections, announced its founding leader Rodolfo Kid Caneda. In its petition received by the Comelec Manila dated July 17, 2009, the officers of One-Bohol party-list prayed that it be registered as such “representing the disadvantaged sector of labor to participate under the party-list system in the 2010 elections and in the succeeding elections and it be accorded the rights and privileges.” The Comelec received such petition under SPP Case No. 09-209 (B). It is represented by Caneda, Atty. Jordan M. Pizarras as executive vice-president and Atty. Joseph Entero as vice-president for the national capital region. The Philippine Ports Authority (PPA) and the project contractor firmly assure opening and operation of the ambitious international cruise ship port in Catagbacan, Loon by mid-2010. PPA-Tagbilaran Manager Manny Boholano and WTG Construction and Development Corporation Operations Manager Wilhelm Go said a port, modern and one of its kind outside Metro Manila, will be “usable” in time for the huge global luxury liners to dock. The assurance was made in the presence of Loon Mayor Peter Lloyd Lopez, Congressman Edgar M. Chatto of the first district of the province at the port when on a project status assessment and projection on necessary additional facilities once the port will be operational. According to Cong Chatto, the said project needs an appropriate initiative from the officials of the town to “prepare” the locals, including the nearby Cabilao island settlers, for eco-tourism and related economic activities that will demand their passion, talent and participation as a consequence of the dramatic port development. WATERWORKS, market drainage and expanded social services took the big bulk of the debates during the recent Strategic Planning and Budgeting workshop for Tubigon local officials and department heads held in Lahug, Cebu City August 25-26. Faced with the reality of a decreased Internal Revenue Allotment (IRA) for the town and its reclassification by skipping into first class from a third class town, local officials face an imminent slashing of budgets to come out effective and operational as local government. Although not necessarily affected as much because the town has not been as dependent on the national government’s allotment fund, Mayor and lawyer Luna Piezas has to admit measures have to be done to make the town a competitive haven for development in this side of Bohol. Preparing for a possible shortfall of P5M from the IRA, the town officials haggled to insert each department’s priorities. During the workshop facilitated by municipal planning and development office Engr. Noel Mendaña, insisted that the coping up proposed work plans and budgets should always correspond to the Executive-Legislative Agenda. Fully participating the planning workshop were Mayor Piezas, Vice mayor Alfredo Batauza and the entire Sangguniang Bayan, department heads and key staff. The scrimping of budgets finally settled with the prioritization of the expansion projects for the municipal waterworks, revamp on the market drainage system as well as the budget for senior citizens and the town’s persons with dis-abilities (PWDs). SHOWING what good intentions in public service could do, in a rare move, San Miguel Claudio Bonior donated his P300K prize as model mayor to help erect the new P.7 M municipal library and information center here. During the inauguration of the facility that would also house the municipal tourism, information, archive and the Secretary to the Sanggunian last Tuesday, August 25, Mayor Bonior said he has long dreamt about the facility than can be the source of key developmental information to help his people. Fully believing in people empowerment as a potent tool for poverty alleviation based on their experience of the community driven development (CDD) approach adopted for their government projects, opening up a venue for information sharing would enhance the approach, the mayor said. It may be recalled that the town adopted the CDD approach for the Department of Social Welfare and Development Kapit-bisig Laban sa Kahirapan (KALAHI) Community Integrated Delivery Social Services (CIDSS), one that also pushed the mayor into the limelight for being a model in the project implementation. The award came with a plaque of appreciation and P300K cash, one which the mayor also used to finance the municipal library and information center. Seeing the nobility of the move, the local government unit and the Poblacion Barangay Council also pitched in about P400K to complete the municipal facility.
