Chatto Municipal teams composed of the chief of police, municipal health officer, social worker, public health nurse, municipal local government operations officers, the president of the league of barangays, representative from the religious sector underwent 3-day training on Community Based Drug Rehabilitation Program from the Department of Health (DOH). DOH is performing mandate to provide treatment and rehabilitation for drug “surrenderers” as part of commitment toward the “Health for All, All for Health” battle cry under the administration of Pres. Rodrigo Duterte. The agency maintains drug use and addiction is a health concern. According to DOH, addiction is a disease. It’s a brain disease. It is brought about by imbalance of chemicals in the brain because of chemicals that you put in your body. Following establishment of the Center for Drug Education and Counseling (CEDEC) at the Oak Brook Building by the Provincial Government in partnership with DOH and the Bohol Island Lions Club, Gov. Edgar Chatto welcomed the training for municipalities. The CEDEC will be model for centers to be established across municipalities, the teams from each town now having undergone training from the DOH. “Who will save Bohol? Gov advances cruise tourism for Bohol

OFFICE OF THE GOVERNOR Effective Development Communications Unit Gov advances cruise tourism for Bohol Gov. Edgar Chatto pushed for consideration of Bohol as one of tourist attractions and for its inclusion as on-shore itinerary at the opening of the 32nd ASEAN Maritime Transport Working Group Committee Meeting. Welcoming delegates from ASEAN member countries as well as dialogue partners from China, Germany, India, Japan, and Korea, Chatto boasted of Bohol’s prime tourist spots as well as its culture and people as he encouraged delegates to become ambassadors for Bohol tourism. Chatto expressed his strong support for the establishment and enhancement of the cruise corrider, as the ASEAN-Japan Cruise Promotion Strategy (AJCPS) was adopted during the 12th ASEAN and Japan trade ministers meeting back in November 2014. He requested parties of the AJCPS to include Bohol as one of tourist attractions and as an on-shore itinerary as cruise ships have continued to dock in Bohol, the latest on October 10, where M/S Hanseatic, an international cruise ship of Europe-based Hapag-Lloyd Cruises, made a port call in Tagbilaran City, bringing 160 European tourists and 120 crew members and service personnel. Policy pillars of maritime transport attended the 32nd ASEAN Maritime Transport Working Group Committee Meeting, led by Department of Transportation Usec. Philip Judan and MARINA Administrator Marcial Amaro, along with the International Maritime Organization, representatives from the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ), ASEAN Ports Association, and Federation of ASEAN Shipowners’ Association (FASA). Roxas wants oil palm replicated 10 times

OIL PALM’S promise to farmers simply did not escape the keen business sense of Senator Mar Roxas who only has a word for it. Terrific. Born form a family who knows business when it smells one, the bachelor senator saw the oil palm prospects and wants Bohol experience replicated 10 times all over the country, for the country’s poor. Senator Roxas was all ears when he was told the oil palm is still the best edible oil yielding of all palm varieties and of all oil producing plants. And for a farmer who owns a piece of land inhospitable to rice, the presentation from Philippine Agricultural Land Development and Mills Incorporated (PALM Inc) for palm oil farm just did seem to amaze the country’s trade eagle. Senator Roxas breezed through Bohol September 26, 2008 to visit the PALM Inc and talk to farmers at the sprawling oil palm mills in Matin-ao Carmen town of this province. Planting its business through contract growing schemes to farmers who can not plant rice in the rolling terrains of central Bohol, PALM Inc. eyes covering idle lands by putting up oil palms, giving technical expertise and facilitating credit for farm collaterals. PALM Inc presentor and company’s Malaysian mills chief operations officer Chee Kong Chang however clarified that contract-growing invitation does not include farmers engaged in rice production. Implementing mining laws, not a priority?

IF attendance were any indicator, managing resources and implementing applicable mining laws to protect the environment here may not be a priority for mayors here. Less than a quarter of Bohol’s 47 mayors attended, and for those who did, not all of them stayed the duration of the daylong Stakeholders Forum of the Regional Minerals Development Council held at Jjs Seafoods Thursday September 25, 2008. The Department of Environment and Natural Resources Region 7 (DENR-7) brought in its Mines and GeoSciences Bureau (MGB) supposedly to explain to local chief executives the issues and concerns concerning the country’s and Bohol’s mining sector. Commenting on the lousy attendance, MGB Officer in Charge Director Roger de Dios said it is sad to say they [mayors] lack interest. The forum which was supposedly set to orient mayors on the regulatory framework of mining in the country, brief them on the local mining situation and update them of their complementary roles in the implementation of the mining laws, rules and regulations The MGB comment came after Boholanos openly ask for the DENR to update them on the mining status of Bohol just as Capitol’s Task Force Kabukiran and deputized environment agents are now scouring the upland areas to sort the legal from the illegal quarry operators. Mayors who were spotted at the forum were from Loon, Guindulman, San Miguel, Anda, Buenavista, Clarin, while Talibon sent in the vice mayor. Other towns sent in representatives instead. City Gov’t to “forcibly” cut illegal taps, solve flooding

30 days is all it takes for city mayor Dan Lim to spend on “due process” after which will wield the strong arm of the law. Within the next 30 days deadline, the Department of Public Works and Highways (DPWH) shall have issued notices and establishments should have voluntarily disconnected their taps. And then the axes start falling, Mayor Lim reiterated during a recent drainage coordination meeting at the Mansion. Present during the meeting were DPWH District engineer Celestino Adlaon, representatives from the regional office, Provincial Environment Officer Nestor Canda, City Mayor Dan Lim, representatives from Hanjin Heavy Industries Incorporated and Pacific Consultants. Bohol Governor Erico Aumentado called for the meeting in hopes to finally resolve the issues behind the controversial drainage overflows flooding a city thoroughfare. The overflow has been ascribed to a conduit closed by the local environment authorities to stop sewage from polluting the sea off Tagbilaran Bay. The project consultants allegedly allowed the “illegal tapping” of commercial and residential establishments along Carlos P. Garcia Avenue to tap on the drainage; designed as a storm drain. Himself clearly irritated by more finger pointing, this time from Hanjin Heavy Industries representatives during the meeting called Tuesday, Lim said he only needs the presence of technical men during the day he cuts the connections of those who refuse to do it voluntarily. With Hanjin balking, Lim says now he only needs the local environment office to be with them. RMDC forum Thursday, to tackle mining issues

Boholanos see upcoming Regional Minerals Development Council (RMDC) Forum set September 25 at the Jjs Seafoods Restaurant as an honest government move to shovel out the monopoly issues hounding Bohol mining claims. Last week, the country’s environment chief said the issue should be resolved decisively and expeditiously as he added he would not tolerate a monopoly on local mining claims. Environment Secretary Jose Atienza was appraised of the monopoly by a Cebuano businessman who solely keeps most of the mining claims here. Reacting to reports, secretary Atienza bared that the DENR is stepping in to settle the disputes as soon as formal complaints are filed. The move also comes at a time when the local legislative body is finalizing the Bohol Mining Ordinance, which, when passed would be a binding development plan and blue print for minerals use here. Members of the Sangguninag Panlalawigan are also expected top gather inputs from the forum to hone the local ordinance. No less than Department of Environment and Natural Resources Regional executive Director Leonardo Sibaluca heads the regional environment office bigwigs and mining specialists as resource persons during the forum to be attended also by Bohol local chief executives. Topics to be discussed include the country’s mining regulatory framework, Bohol mineral endowments, mining situationer, roles of local chief executives in implementing mining laws and mines and geo-sciences bureau deputization and apprehension procedures....
