Tourism: Bohol’s edge over aspiring new call center hubs

TAGBILARAN CITY, October 17 (PIA)–Bohol’s blessings of wondrous tourism spots and beaches could be its edge in beckoning investors in information communication technology (ICT) and the business process management (BPM). No less than the President of the Philippine Software Industries Association and another Boholano start-up provider have to pick on this edge of Bohol over other identified next wave cities (NWC). NWCs are those which have been ranked by industry stakeholders as the next potential expansion sites for call centers and the ICT BPM industries, based on four parameters: availability of talents and skills, pleasant business environment, cost of operations and the presence of critical infrastructure. But speaking at the recent Kapihan sa PIA, PSIA president Jonathan Lazurriaga bared that many of the prospective investors in the industry have seen the need for the provision of a balance work-life enjoyment for their workers. Over this, Bohol startup company owned by entrepreneur Roy Bayonas quickly pointed out that the proximity of areas for recreation in Bohol from Tagbilaran is a huge edge over other areas. BPM and ICT industries usually render tasks in shifts and would be largely using mental processes which tends to be draining, a time for winding down is a huge help, Bayonas explained. Earlier, Governor Edgar Chatto has revealed a plan to convert the soon to be abandoned Tagbilaran City Airport into an Industrial and Information technology Park, which would only be a couple of kilometers from the heart of the city, and about 15 minutes from the beaches of Panglao. Even now, Bohol sees an influx of call center workers who would slip out of their Cebu... read more

Yap molds GMA rice, corn monitor teams

PLUGGING a leak caused by the intricacies of devolution and the allegations of fund mismanagement by local authorities in the government program implementation, the Department of Agriculture (DA) has molded a national task force to monitor implementation of President Arroyo’s flagship Ginintuang Masaganang Ani (GMA) programs for rice and corn. Arguing for the country’s food sufficiency program, Secretary Yap hopes that through his special order, the government can now ensure the efficient use of public funds and resources for these food security initiatives. Sec Yap, who is expected in Bohol next week for the World Food Day and Rice Festival set October 16, earlier said by creating 4 teams through Special Order No. 380, the government expects a roving team checking on various aspects of the implementation of the GMA Rice and Corn Programs. On the other hand, the FIELDS Coordinating Team develops the components’ master plans and oversees their respective implementation. The Field Mobilization Group monitors the implementation at the regional, provincial and municipal levels. Meanwhile, the Strategic Policy and Advocacy Support Team, private sector and academic experts provide strategic advice on policy and advocacy concerns to help successfully attain the goals of the GMA Rice and Corn Programs, Yap said....

Jagna launches Bohol’s first community radio

BEAMING a signal of innovative governance, Jagna launched Wednesday October 8, Bohol’s first community radio while sending to Jagnaanons a loud and clear call of molding empowered people partnering for development. The empowerment envisioned by local authorities with a benevolent partner roots in health, social, cultural and economic education for sectors here through a wide field of information sharing. Jagna Mayor Exuperio Lloren, in his inaugural message beamed live over Jagna’s DyJP FM said the new communications facility would become the town’s voice and allows the people a channel to air their concerns. Operating on a temporary broadcast permit issued by the National Telecommunications Commission, Mayor Lloren said such is because the town still is processing the papers to comply with the broadcast requirements. Not mincing words to praise Forrest Malakoff and Philos Health for putting up state of the art broadcast equipment, the mayor who also heads the Bohol mayors’ league vocalized his appreciation for the group’s unequalled concern for Filipinos and Jagnaanons. Philos Health, a benefactor group headed by Malakoff is a San Francisco based health service provider. It first came to Jagna to offer a medical mission in the spirit of social responsibility. The US based provider graduated from an outsider medical mission group into one that is genuinely with the local government in its health concerns for the people. Everything else that happened later because Mayor LLoren was always a “yes we can do that“ man, Malakoff admitted in his message. After its medical missions series, Philos has left a brand new vehicle, set up Jagna’s second rural health unit in Mayana and put up...

Local rabies program awes funding agency monitor

BRINGING in the campaign to the communities’ most vulnerable, the Bohol Rabies Prevention and Eradication Council (BRPEC) allowed school children to see the real danger of rabies in a variety of activities as a highlight for the World Rabies Day. The Bohol activities include scouts simultaneously lighting candles and whispering prayers for rabies victims, pupils in classrooms learning about rabies topics in their curriculum and series of information education and communication activities to students did not escape international project funding agency monitor, Dr. Betsy Miranda. Dr. Miranda, who monitors for Alliance for Rabies Control (ARC) admitted she was impressed of the activities and hopes with their partnership, Bohol can saturate the program province-wide next year. The World Rabies Day activities form only a part of the Bohol rabies elimination program funded by ARC. The funding agency is a registered Scottish International non-government organization teaming up with Bohol in crafting a template for vaccine-preventable disease control specifically in rabies elimination province-wide. The project, the first in Asia provides other areas still hounded by the rabies problem a glimpse of how canine rabies can be eliminated in a region. It also hopes to motivate people into finding area-adaptable solutions to leash the continuing problem of rabies, ARC, in a press statement said. It is expected that the program will include the total involvement of all government levels and will mobilize community support to enable rapid scale up of program implementation to cover the entire province and eliminate rabies by 2011. The P7M program funded by the Swiss UBS Optimus Foundation entails four years of Bohol piloting a province-wide rabies elimination campaign...

Center for Drug-resistant Tuberculosis rises in Cebu

BOHOLANO tuberculosis (TB) patients whose ailments have developed multiple-drug resistance (MDR), need not go to Manila for treatment, a newly established treatment center is now in the Visayas. A “MDR-TB Treatment Center of the South” is now at the Eversley Compound in Cebu. The center can now handle patients whose TB can not be treated by two of the most potent anti-TB drugs in health centers, says Dr. Ma Emilda D. Quelapio, Program Manager of the country’s Programmatic Management fop Drug-resistant Tuberculosis (PMDT). The center now offers specialized services and complementing to that is Cebu Reference Laboratory, which is now undergoing renovation. When done, it can provide quality diagnostic services to patients in the region, the Boholana physician revealed. MDR-TB happens when a patient prematurely stops his medications upon losing the symptoms, she explained. “TB, when treated right is curable, but unlike other infections where a 7-day antibiotic regimen is enough, TB takes at least 6 months and four kinds of drugs,” she added. “Because of the complicated treatment for TB, the best strategy is through supervised treatment ensuring that patients take all their medicines for the required duration, she said. A World Health Organization-recommended strategy, the Directly Observed Therapy (DOTS) is a short-course “Tutok Gamutan”, is considered by the World Bank as one of the most cost-effective health interventions, as it ensures that a trained health worker literally watches a patient take his medicines during the course of treatment. Sometime ago, patients who develop MDR-TB can only be treated following strict 18 months of monitoring in Manila or Quezon City, where the 5 MDR TB centers are set...

Catch illegal quarry only with “deputized agents”

LEGITIMATE illegal quarry operations or transport apprehension should be done at least with the presence of a deputized agent of the country’s environment secretary if the proper mining authority is absent. Mines and GeoSciences Bureau -7 officer in charge Regional Director Roger de Dios stressed this to town mayors and local authorities attending the recent Stakeholder’s Forum for local chief executives given by the Regonal Minerals Development Council Thursday. But that does not tie the enforcer’s hands because even without a deputized agent, they can stop the operations, identify the persons involved, gather data including the trucks plate numbers, driver and openly letting the illegal operators that the mayors know of the illegal operations. Without a deputized agent to enforce the applicable mining laws, de Dios stressed that local chief executives can initiate moves to stop the operations, gather documentary evidence and report it to the local environment authorities. These documents then should be forwarded to the Department of Environment and Natural Resources (DENR) who would be sending in the right persons to investigate and apprehend. The statement also surfaced amid unconfirmed reports that agents of the National Bureau of Investigation stepped on the toes of local officials when they raided a manganese quarry. They allegedly did not coordinate with Capitol and its enforcement team; Task Force Kabukiran. The sad thing, none of the NBI raiding team had a deputation order from the environment secretary, as what the law mandate. In fact, another source asked why the NBI is apprehending when they would have been investigating and leave the apprehension to authorities. He remarked that apprehending and seizing the...
