Globe seeks support of Vice Governors in building telco infrastructure

Globe Telecom is seeking the support of the League of Vice Governors of the Philippines in building telco infrastructure in the country in line with its vision of ushering the country to become a digital nation by 2020. Specifically, Globe is looking to rationalize the permitting process to mitigate bureaucratic red tape and other political hurdles that stand in the way of deploying telecommunication infrastructure such as cell sites and fiber optic cables. If implemented, this would enable the company to improve data connectivity at lower rates. Emphasizing that data connectivity is a key driver of economic growth in the Philippines, Globe President & CEO Ernest Cu emphasized that a collaboration with the government in developing key telecommunications infrastructure would enhance digital capabilities of the country, enabling local industries and communities to access services and improve productivity. He pointed out that existing telecommunication infrastructure in a given locality, or the lack of it, is oftentimes a direct result of the LGU permitting environment. Securing different permits at LGU level could be very challenging, from the sheer number of permits to the different political personalities that mobile operators have to deal with, said Cu, adding that it takes at least 8 months to complete the permitting process, involving around 25 permits. “We would like to reiterate our call for a closer collaboration with the government as we set out in building a telco infrastructure that would provide world-class data connectivity even in areas outside our major cities,” said Cu. Early this year, Globe launched a plan to create an internet superhighway nationwide. The plan aims to deploy fiber optics in... read more

On the roadmap is the implementation of a mobile app for the streaming service, as well as integration with social media sites. Auza said that the project was implemented in record time in order to be available for the May 1 festivities during the Tagbilaran Fiesta. The on-the-job trainees of the Auza.Net assisted Auza in the implementation of the project. The setup involved using a virtual private server in Singapore and US to provide for the bandwidth needed to implement the online broadcast. The setup is very similar to one for DYRD-AM Worldwide...

DPWH denies non-action over faulty city drainage

DESPITE sticking to the “hands off policy” over foreign funded projects not under its supervision, the local Department of Public Works and Highways (DPWH) vehemently denies it has not acted on the drainage problem hounding portions of the city. Until the project could be turned over to the local authorities, then the DPWH starts to have responsibility of the project, District 1 Engr. Celestino Adlaon hinted during earlier radio interviews. That would also be assuming that the local authorities would want to accept a non-functional project causing hassles to motorists and at least 26 homeowners living on the lower portions of CPG which comes flooded every time a heavy downpour comes. Adlaon insists that it is the Project Management Office (PMO) of the Philippine Japan Highways Loan Project (PJHLP) that has direct supervision of the faulty drainage system, which was incorporated with the Bohol Circumferential Road Improvement Project 2 (BCRIP 2). In a radio interview, Adlaon pressed that it is only the PJHLP through its PMO that can order the contractor, Hanjin to disconnect the illegal sewer taps on the designed storm drain along CPG Avenue. But, despite their being no players in the deal, the local DPWH clarified that on its part, has prepared plans and programs of work for the cutting of illegal connections and the de-silting of the drainage for national funding, the least they could do, a key DPWH First Engineering District Official said. Cesar Damalerio, DPWH info officer also hinted that the national government may also refuse to accept the project with the illegal taps still on. According to Engr. Adlaon, the PJHLP PMO...

Garcia competes for country’s best ALS

WINNING the search in region 7, Garcia Hernandez now hopes to make it big as it competes for the country’s best programs in Alternative Learning Systems (ALS). The ALS is a government initiative through the Department of Education to allow the country’s out-of school youth to obtain certifications from the formal school despite their not being regularly enrolled in established institutions. This would also offer a second chance literacy program for the marginalized who have been deprived of formal scholastic training due to inability and sheer effort to be in gainful occupation first rather than the schools, sources said. Here in Garcia Hernandez, the Administration of Mayor Myrna Schreuss gave a high priority for the ALS in attempts to peg a higher literacy rate for the town, admitted Cerina Cadenas, the municipal public information officer. The move seemingly worked fine with the town winning the regional competitions for best programs. Last week, a national evaluation team finished their validation of the local programs, this as Garcia Hernandez hosted the panel from Manila coming over to see for themselves how the town does the job, the town public information officer said. According to Cadenas, the Manila based evaluators interviewed members of the Municipal Literacy Coordinating Council, as regards the ALS innovative programs and activities that the town leaders implemented here. Moreover, she said the panel of evaluators also visited schools and barangays where the ALS is implemented to validate the interview data. With the evaluation already wrapped up, all the local residents could do is hope for the best, Cadenas said....

Salinas asks “DOH share” in running P15M hospital

AFTER successfully tapping sources to fund its P15M Municipal Health Center, Mayor Roberto Salinas now dared the Department of Health (DOH) to put up its “share” in the future operation of the structure the town would build starting next month. After all, it was DOH who introduced in the town an innovative health program called the Leaders for Health Program (LHP), a joint project of the health department, Ateneo de Manila Graduate School of Business (AGSB) and Pfizer Philippines. Since the Salubungan in 2003, the LHP was introduced by the DOH in the Visayas and Manila based doctor volunteers were immediately assigned to Catigbian and Bindoy in Negros Oriental, two Central Visayas beneficiaries, sources revealed. Salinas implored the government health agency for help in the operation of Bohol’s second town run hospital. The LHP also empowered Catigbianons, led by local officials to think, feel and behave towards health as authorities developed leaders who champion for health in the community. During the Commencement Ceremonies for Municipal Health Officers (MHO) held at Ateneo de Manila in Quezon City recently, Salinas found the chance to cast the challenge as he witnessed the granting of a masteral degree to the Catigbian MHO. Dr. Evangelista earned the degree after 4 years of LHP implementation in Catigbian, as stipulated upon the program inception. Two years ago, Mayor Salinas received from AGSB a certificate course in governance and so had two of the town’s community health leaders: Marichelle Rulida and Virgilia Sequiña. Salinas, with the community leaders attended the exercises marking the end of the LHP in the country. The 4-year program also earned for Catigbian...

Groups plan community info-network trainings

IF plans do not miscarry, news reports filed at city paper or radio editorial desks would come from designated community information officers. This as Bohol Association of United Development Information Officers (AUDIO) is tying up with the Philippine Information Agency (PIA) in a project that seeks to finally coordinate information management and streamline un-coordinated government information dissemination programs. AUDIO and the PIA in Bohol are in the finalization process of training modules that is aimed at empowering barangay residents and officials by enhancing their developmental news writing, reporting and other communication skills, Yvette Matabalan of the local PIA revealed Thursday. The move is also in line with a perception that the government developmental are rarely felt in the communities because of failure in the government communication process, an AUDIO officer added. The jointly adopted program also aims to expand the network of town and government agency information officers to the communities while opening back the clogged feedback mechanism the government needs to assess its presence and impact on the community in general, the source said. A roll out team pooled from the resources of both organizations would be assigned topics to discuss in series of workshops, says AUDIO president Francisco Obedencio. The move to involve expand the information network to barangays in Bohol was prompted by the initial suggestion from local government operations officers who see promising potential information officers in communities. Already presenting a project proposal for the joint effort is Candija, under Mayor Sergio amora, Obedencio revealed during a meeting at the Jjs Seafoods, Mandarin 2 room. By empowering barangay residents, we make them more capable of...
