EcoFISH bows out, fishermen groups commit to push EAFM
TAGBILARAN CITY, April 27, (PIA)–A fishery resource management program implemented among the municipalities sharing the Danajon Double Barrier Reef (DBR) in Bohol closes its project but not after making milestones in community empowerment for fisheries management towards poverty alleviation. Ecosystems Improved for Sustainable Fisheries (EcoFISH), with Department of Agriculture Bureau of Fisheries and Aquatic Resources (DA-BFAR) and the representatives of the United States Agency for international Development (USAID) received statement of commitments from people’s organizations in their assisted sites. The statements of commitment from eight people’s organizations of fishermen declare that a sustainable protection and conservation of their marine resources is important in maintaining the well being of their communities. Mocaboc Island Fishers Association, Entrepreneurs Association for Sustainable Economic Development (EASED) of Alumar Island in Getafe (seaweeds production and marketing enterprise), EASED in Asinan, Buenavista (seaweeds pickle production and marketing enterprise), EASED in Jandayan Getafe (seaweeds nursery, production and marketing enterprise), Bansan Islands Seaweed Farmers and Fisherman’s Association, Bagacay Seaweeds Farmers Association of Sag, Talibon, Bagacay Seaweeds Farmers Association of Bagacay Talibon, Bilang-bilangan Daku Women’s Association (BIDAWA) of Bilangbilangan island, Bien Unido, Union Farmers and Fisherfolks Organization all said they would implement the EcoFISH concept of ecosystems approaches to fisheries management (EAFM). Fully understanding the need to decrease the tension in fisheries to allow the degraded resource to recover, the groups said any income derived from their economic enterprises, they would not use to buy more fishing gear that would contribute to the overfishing issue in their area. Former Cong. Jala says cha-cha now, untimely
NOW is not the right time to Change the Charter (CHACHA). The statement comes form no other than a staunch Charter Change (CHACHA) advocate and former Bohol District 3 Representative Eladio Jala. Jala, in a radion interview remained steadfast in his position that the country needs to change its constitution to make it responsive to the needs of the time. However, he believes a move to tinker with it now comes at a wrong timing. According to Jala, at a time when the administration suffers a negative perception, a move on the CHACHA now could flop on the floor. Jala admitted that the administration’s tough fiscal decisions has not been fully understood by the people, so there is negative perception for the administration. Popped at a time when the administration nurses a sagging perception, Jala fears that the untimely push may adversely affect the future moves to remedy the constitution. It’s always a game of perception, he said even as he stressed that the tough and bitter fiscal reforms has allowed the country’s economy to coast through the rough times. He added that the people do not understand this. Relaying his fears, he said a move to tinker with the charter now could be fatal as it may cost the people’s confidence even if it is done later at the proper time. According to him, the tough decisions as put the country in a strong economic poise to weather the crisis that is sweeping the world. Governor Erico Aumentado and Congressman Edgar Chatto unite to finally end the problem of drinking water in Panglao near the construction site of the future Bohol International Airport. The two officials, together with the local government unit of Panglao, are deciding on what company should handle the water in the area since in the near future more water will be needed due to the International Airport that will be built. Aumentado says that there will be a consultation this coming September 5 in regards to the water problem. The coastal law enforcers here in Bohol are asking all mayors of coastal towns for help in implementing the marine laws. Engr. Renee Villaber, of the Bohol Environment and Management Office, admits that the Coastal Law Enforcement Council has problems not only in the government but also in the additional funds for the Bantay Dagat Movement, enforcers, fish wardens and gasoline for the seaboard patrol. Other problems include: CLEC I having only two pumpboats while CLEC II and III have only one pumpboat each.
