TAGBILARAN CITY, December 28 (PIA)–—The season of bonuses and extra cash is also the season for the frauds, and anti-crime authorities warn: always be aware of your credit card and Automated Teller Machine (ATM) cards transactions.
No less than National Bureau of Investigations Bohol executive Officer Atty Arcelito Albao issued the warning after the agency has allegedly tracked credit cards and ATM card fraud.
At the Provincial Peace and Order Council Meeting recently at the Conference Hall of the Governor’s Mansion, Atty Albao bared of the presence of card data skimming fraudsters in Bohol now.
The modus is for these people to work with tellers or point of sale swipe stations and transfer the data from the card to a remote server which copies the details of the account.
Or, a data skimming device is attached to an ATM machine card slot, and as soon as a card is inserted and the account holder keys in the personal identification number, the skimming device activates and duplicates the account information into a nearby computer.
The fraud does not happen right there and then, but takes a few more hours after the remote computer can create a duplicate bogus account and card which the fraudster uses to debit money, pay for online transactions and withdraw amounts from the cloned account.
Over this, former Tagbilaran City police chief Colonel George Vale advised customers and card holders: do not ever lose visual contact of your cards.
Earlier, a high end resort manager has raised a red-flag over debit transactions using spurious cards.
At a separate PPOC meeting, the manager narrated that somebody booked a room in their resort, but upon check-out, paid through swiping a card which apparently was bogus and it took time for them to validate the account.
When they found out the account as spurious, the customer has long gone leaving a trail of charges to be credited to a fake card that was stolen from somebody else’s account.
“It only takes a few seconds to transfer the account information,” Col. Vale confirmed.
Another modus which can stave off significant amount from a card is when an ATM machine appears to capture the card.
As this happens, a lookout is just nearby ready to get to the ATM machine as soon as the card owner moves out, sometimes to get to the bank office to complain.
What appears to be a captured card is an intended clog in the machine that when an account holder walks out to complain, another one takes over the ATM and withdraws the money.
In Cebu, police authorities have busted a syndicate using this modus and it reportedly included a bank guard who acts in collusion with the criminals by stalling complainants so the lookout can divest the “captured card” of the withdrawn cash.
Atty Albao added, when doing bank ATM transactions, make sure that a Closed Circuit Television Camera is nearby recording the proceedings.
He said, a fraudster is just nearby and getting his image in the camera would be a great help.
On this, Governor Edgar Chatto said the PPOC would be reiterating in an Executive Order the mandate for banks and department store cashier stations to put in CCTVs.

The Department of Trade and Industry (DTI) is encouraging the public to help fight scammers by reporting text scams.
During the Christmas season, many may have received text messages from unknown sources informing them that they have been charged by the phone company or that they have won in a raffle promo which they have not entered and then they are asked to send a load to a mobile phone or deposit money to a certain account.
These SMS fraudulent messages may be reported to the following :

The DTI has released the following tips on how to detect text scams:
1. The text message was sent through an 11-digit mobile number (ex. 09123456789) instead of a special three or four-digit number. Legitimate raffle or promo sponsors have a special three or four-digit code from the mobile network providers that are used to register and notify participants through short messaging service (SMS);
2. A subscriber has won a brand new car or a big amount from a raffle or contest when in fact, he didn’t join any;
3. A subscriber is asked to either call the sender, send load or deposit a certain amount of cash as processing fee or tax payment prior to claiming the prize;
4. A subscriber is rushed to claim the prize. Legitimate sales promotions are required to give winners 60-day period from the date of notification or announcement to claim the prize/s. More importantly, winners of promos with prizes exceeding P500 are required to be notified through registered mail, and not through text messages alone, per the Consumer Act of the Philippines;
5. Text scams use bogus DTI permit number. Promo activities are required to have a permit from DTI, however, dubious text promos use bogus permit numbers to deceive subscribers. Consumers can verify the legitimacy of the promo with DTI.

TAGBILARAN CITY, December 15 (PIA)–The BangkoSentralngPilipinas (BSP) reminded the information officers of the local government units and national government agencies about the December 31, 2016 deadline to swap holdings of New Design Series (NDS) paper bills.
During the general assembly meeting of the Association of United Development Information Officers in Bohol (AUDIO-Bohol) recently hosted by BSP, Bank Officer Hazel Cultura said the old NDS banknotes launched in 1985 will fully lose monetary value starting Jan. 1, 2017.
Cultura added that under Section 57 of Republic Act (RA) No. 7653 or the New Central Bank Act, the BSP may replace notes of any series that are more than five years old and coins that are more than 10 years old.
The BSP defines demonetization as “the process of removing the monetary value of a legal tender currency by the issuing authority.”
However, Cultura clarified that only paper bills are included in the latest demonetization.
She said holders of NDS can still exchange NDS paper bills at face value in banks, the Cash Department of the BSP and the various BSP offices nationwide.
For NDS notes that are subject of court cases, it can be exchanged within six months after the corresponding legal cases have been terminated.
Clerks of Courts and law enforcement agencies were given an extension to swap their NDS from end of December 2016 to January 31, 2017.
Meanwhile, for overseas Filipino workers (OFWs), they are also allowed to swap their NDS holdings outside of the period given to the public.
OFWs are required to register their NDS holdings with the central bank through online application at https://orbs.bsp.gov.ph that started last October 1. The NDS holdings can be swapped within a year after the registration.
OFWs are allowed to swap up to P50,000 worth of NDS holdings in line with the 11th foreign exchange liberalization of the central bank.
“For those who are situated in war torn countries, the deadline for exchange is extended to 31 December 2017. There is no need for them to register,” Cultura said. (ecb/PIA7-Bohol)

The Department of Trade and Industry (DTI) through its Bureau of Domestic Trade Promotion (BDTP) with the support from DTI Regional and Provincial Offices will showcase various products of local micro, small, and medium enterprises (MSMEs) at the Sikat Pinoy National Trade Fair (NTF) on 7 to 11 December at the Megatrade Halls 1-3, SM Megamall, Mandaluyong City.
The five-day National Trade Fair features a wide array of products carefully selected from various regions and provinces of the Philippines. Products that are up for sale include processed food, wearables, home furnishings, furniture, and health and wellness products.
Some notable displays present at the fair are the Yakan handwoven products from Zamboanga City, pure honey from Bukidnon, VCO soap from Compostela Valley and fruit wines from Agusan del Norte.
“The National Trade Fair aims to provide avenues for our local MSMEs to showcase their world-class products to our domestic markets, especially to buyers and consumers in the National Capital Region,” said BDTP Director Rhodora Leaño.
Aside from the buying public, members of various trade associations and retail & wholesale institutional buyers seeking subcontractors & suppliers of intermediate and finished products are expected to attend and visit the said trade fair.
DTI hopes to attract more visitors and buyers for this year’s NTF as the fair coincides with the upcoming Christmas and holiday shopping season.
“We urge our fellow Filipinos to buy locally-produced products and support our local MSMEs as they help in providing jobs in their respective communities,” said DTI Industry Promotion Group Undersecretary Nora K. Terrado.
In the 2014 figures of the Philippine Statistics Agency, there are about 946,988 established MSMEs which account for 99.6% of the total businesses in the country that employ 63% of the total labor force. With this number, DTI sees the potential of MSMEs in driving economic growth and aside from serving as the primary provider of jobs for most Filipinos in the regions.
Sikat Pinoy National Trade Fair is conducted annually by the DTI-BDTP as a means of promoting Philippine products at the domestic level. It also recently held the Sikat Pinoy National Arts and Crafts Fair which promoted the indigenous products of the Philippines and world-class talents of Filipino artisans.

Pasay City – The Department of Trade and Industry (DTI) through its Export Marketing Bureau, Export Development Council (EDC) and Philippine Export Confederation Inc. (PHILEXPORT), celebrate 2016 National Exporters Congress with a theme dubbed as “Advancing SMEs through Inclusive Business: From Local to Global” at the Philippine Trade Training Center, Pasay City.
This year’s congress highlights the role of inclusive business model in providing access to domestic MSMEs to the global value chains (GVCs). DTI noted that with its thrust of providing more jobs and making entrepreneurship an effective tool in eradicating poverty across the country, inclusive business helps its agenda by allowing small businesses to be part of the GVCs.
“If more MSMEs are sustainably linked into the value chain of big businesses, we expect more jobs from the sector,” said DTI Industry Promotion Group Undersecretary Nora K. Terrado.
DTI, through its key initiatives and services, implements targeted interventions and support services to the export sector through the strategies laid out in the Philippine Export Development Plan (PEDP) 2015-2017. PEDP was developed through public-private initiative in 2014 and was signed in February 2016 through Memorandum Circular 91. The plan includes discussion of eight key strategies that address bottlenecks of the sector and provides comprehensive approaches in driving growth for Philippine exports.
“Through PEDP, our goal is not only to increase our total export revenues, and make Philippine products known in the global market but also to address constraints in export growth. As we do this, we expect to open more opportunities for employment and increase household income in the coming periods,” added Undersecretary Terrado.
Successful implementation of the strategies laid out in the PEDP 2015-2017 with a sustained target increase of 3% in 2016 and 5% in 2017, is expected to boost employment generation by 225,000 and 600,000 more jobs, respectively.
One of the key private partners of the government in catering to the needs of the export sector is the Philippine Exporters Confederation, Inc. (PHILEXPORT). PHILEXPORT has been pro-active in collaborating with government initiatives. It is present in 20 regions and provinces through its chapters. It assists its exporter members through various services such as policy advocacy, facilitation, information collection and dissemination and export-import documentation and capacity building. “By empowering manufacturers and their suppliers especially in the countryside, PHILEXPORT hopes to promote inclusive business and growth,” emphasized PHILEXPORT President and CEO Mr. Sergio Ortiz-Luis Jr.
Meanwhile, DTI Export Marketing Bureau (DTI-EMB) leads DTI in developing, promoting and expanding exports trade. It takes various initiatives in making government support services accessible to all domestic producers. It offers free information sessions on Philippines’ Free Trade Agreements (FTAs) through its Doing Business in Free Trade Areas (DBFTAs) info sessions and leads the implementation of Philippine Export Competitiveness Program (PECP) that aims to increase productivity and competitiveness of exporters through seminars, outbound business missions, and business matching activities.
According to EMB, the growing number of SMEs operating in the country is seen by the government as a welcome development, a testament to the inclusive growth being experienced by various sectors. The government, the DTI in particular, has been at the forefront of efforts to harness the economic power of the country’s smaller, but numerous business entities.
For the past 17 months, Philippine exports experienced a decline due to the global economic slowdown. It was only in September 2016 when Philippine exports reflected an increase of 5.1% with total export sales from $4.9 billion in 2015 to $5.2 billion this year. Electronic products remained to be the top Philippine export while Japan maintained its spot as the top Philippine export destination.
“As we diversify our markets, and urge our exporters to innovate products and services, we are keen on having positive growth in the coming months,” said DTI EMB Director Senen M. Perlada.

Gov. Edgar Chatto convened the Bohol Energy Development Advisory Group (BEDAG) on the next steps in ensuring quality, reliable, and affordable power for Bohol.
The group hashed out investor list and power source to discuss viability and distinguish investments that can address baseload and peakload demand for Bohol.
As for policy on which investment Bohol will accept, this is subject to qualification in terms of cost both for providers and consumers with special consideration on environmental factor.
BCCI’s Engr. Albert Uy, Argeo Melisimo, BIPC’s Inday Dominise, and City Councilor Beben Inting also joined the discussions for investment aspect.
The BEDAG is composed of representatives from the power sector as well as the planning, legal office and SP chair on utilities.

To give due recognition to the best performing Shared Service Facilities (SSF) nationwide, the Department of Trade and Industry (DTI), through its Bureau of Small and Medium Enterprises (BSMED), organized the 2016 Best SSF Project of the Year.
The 2016 Best SSF Project of the Year was awarded to Dangdang-ay di Ibila Cooperative from Cordillera Administrative Region (CAR) for excellently managing a coffee processing facility and was also awarded as the Best SSF Project for Northern Luzon.
Other awards for Best SSF Project for Southern Luzon, Visayas and Mindanao were went to Putsan Ceramics Manufacturers (Philippine Ceramics Arts and Crafts Center (PHILCERAMICS) Facilities Augmentation), Sto. Niño de Plaridel Parish Multi-Purpose Cooperative (Pandan and Bariw Bag Making Shared Service Facility Project), and to San Isidro Upland Farmers Multi-Purpose Cooperative (SSF on Fiber Marketing Expansion), respectively.
The SSF Awards aims to recognize the efforts of SSF project partners and SSF cooperators for taking on the responsibilities of managing the SSF projects, utilizing their manpower and resources, nurturing the beneficiaries, and empowering the people in their communities.
On the other hand, DTI Region 3 bagged the first place as the Best Regional Audio Visual Presentation (AVP) while DTI Region VII placed second followed by DTI Region XI at third place.
The SSF Project is one of the DTI’s strategies to achieve inclusive growth and jobs generation. Specifically, it is aimed at increasing the productivity and improving the competitiveness of the MSMEs by providing them with machinery, equipment, tools, systems, accessories and other auxiliary items under a shared system.
Since its inception, the SSF project has already provided PHP1.081 billion worth of machinery and equipment for 2,099 established projects, provided 52,820 jobs and assisted 91,116 MSME beneficiaries nationwide.

NEW GOVERNMENT BLUEPRINT FOR DECENT EMPLOYMENT. The “Trabaho, Negosyo at Kabuhayan: A Blueprint for Decent Employment and Entrepreneurship 2017-2022” prioritizes decent job creation, entrepreneurship, creativity and innovation, formalization and growth of micro, small, and medium-sized enterprises (MSMEs), youth unemployment reduction, education and training. The Blueprint was signed by Secretaries Ramon Lopez (rightmost) of the Department of Trade and Industry (DTI) and Silvestre Bello III (4th from L) of the Department of Labor and Employment (DOLE) at the Trabaho, Negosyo at Kabuhayan (TNK)-Employment and Livelihood Summit on 2 December in Taguig.
