PRICE TO PAY

Bohol schools are rotting and the kids are in danger, and yet the Department of Education has the gall to defend those who have been remiss of their jobs, if only to present a false idea that Boholanos are lucky.
On this issue, we want to be truly schooled.
No less than Board Member Victor Dionisio Balite, himself a school administrator who has to break that myth that Bohol is that well managed, and its school projects are prime proofs of cover-up, and the slips are slowly showing.
Recently, BM Balite believed that the noble Sangguniang Panlalawigan, in a possible political vendetta to cover up something ominously big, has unduly stretched a bit to demonize a media man who has made it a commitment to tell the people about Capitol’s indiscretion.
In a move to possibly shut down a lawyer for his brutal allegations, the bullies at the SP did, just what their political patrons would do, shake, rattle and roll the whistle blower into submission.
When the sneaky SP ruled out a persona non grata charge against a lawyer, it dipped its hands into politics and disregarded a job it was supposed to prioritize: public services especially rebuilding public schools.
Three years past the great earthquake that brought Bohol to its knees and crumbled or rendered several school building unfit for human stay, many school children still use the cracked structures as their class rooms.
This while the SP swirled and twirled and tangoed to earn the continued patronage of Capitol and its tenants.
Exposed and now rendered inutile for choosing politics over public service, the Department of Education came in to the rescue.
Coming in with a crisp rebuttal of the Balite allegations that several schools have remained at a sorry state even after the government downloaded repair and rebuilding funds, the DepED presented a 92.7% school repair accomplishment.
We should have accepted that at face value, if only we did not know that aside from the DepED, the Department of Public Works and Highways has also its share of school building projects to do.
And then we also know that Capitol, through the Provincial Engineers Office have similar engagements with LGUS to put up and restore classrooms.
As to why the DepED did a knee-jerk reaction came from DepEd when it did a heroic rescue, many have wondered.
First, we know that the education department especially in the Division of Bohol, is not a cloister of saints, nor technically a pit of snakes.
For one, leaks as to the sub-contractors for DepED school projects are slowly getting raised eyebrows: why are these familiarly sounding names like those in the government signatories; government caterings services or why are these food businesses using buses and waiters on government payroll?
Well, it is a jungle of prey and predators when it comes to money for school projects, and DepED should have learned that.
Now, the SP, upon the scraped pride of a Balite, will have to see for themselves the extent of the lies that Bohols schools are into.
And as to how officials at the education department acquired million peso condominiums, money for foreign travels and shopping splurges, and blooming businesses, then your guess would be as good as ours.
This week, the SP will visit another unfinished school building and only the PEO can pull a miracle.
We will never know when these site visits will stop. What we know of is that, the DepED may not survive salvaging its tattered reputation.
For dipping its hands into the mess that its government patrons are getting embroiled, for DepEd, it would be a huge price to pay.

“Kailangang bayaran ng lahat ng employer ang mga rank-and-file employee ng kanilang 13th month pay, anuman ang uri ng kanilang empleo at pamamaraan ng pagbabayad ng kanilang sahod, basta sila ay nakapagtrabaho ng hindi bababa sa isang buwan ng kasalukuyang taon,” matud pa ni Bello.

Matud pa sa Kalihim nga ang pagbayad sa 13th month pay agi og pagsunod sa Labor Code of the Philippines ug mga patakaran ug regulasyon sa pagpatuman niini.

Ubos sa Labor Code, ang tanang nasakop nga employer angay mosumiter og taho sa pagpatuman sa balaod sa pinakaduol nga DOLE regional office nga dili molapas sa Enero 15 matag tuig.

Ang 13th month pay kapareho sa 1/12 sa basic salary sa mga empleyado sa usa ka tuig.

Kauban sa basic salary ang tanang bayad o kita nga gibayad sa employer sa empleyado alang sa serbisyong gihatag, apan mahimong dili apil ang cost-of-living allowances (COLA), profit-sharing payments, cash equivalents sa wala nagamit nga vacation ug sick leave credits, overtime pay, premium pay, night shift differential pay, holiday pay, ug tanang allowance ug monetary benefits nga gikonsiderar nga dili na parte o kauban sa regular o basic salary sa empleyado.

SHDA-CV Holds Housing Summit 2016

The Subdivision and Housing Developers Association- Central Visayas’ (SHDA-CV), in partnership with HLURB Central Visayas Region, and Pag-IBIG Fund held the Housing Summit 2016 at the SM Northwing on October 24-27, 2016.  The event is part of the celebration of the Housing Month.

Location profiles to replace NWC as next potential ICT BPM sites

TAGBILARAN CITY, October 14 (PIA)–There is a current move by information communication technology (ICT) and business process management (BPM) bigwigs to shake off the list of next wave cities (NWC) in lieu of a more reliable location profile.

No less than Philippine Software Industry Association (PSIA) president Jonathan de Lazurriaga bared this at the Kapihan sa PIA Thursday, a day before Bohol opens its doors again to prospecting investors during the Bohol ICT Summit.

ICT and BPM investors especially the big ticket call center companies into business process out sourcing have always looked for possible locations of expansion of operations.

This need pushed local industry leaders to rank potential locations and called them the NWC where in a list, the industry stakeholders update over the years.

Lazurriaga explained that the NWC is a distinction given to possible locations all over the country based on four identified factors.

He said one factor considered is the availability of local talents like call center workers aptly trained adopting a global standard for competitiveness.

Under this, he explained that a place must have sufficient training institutions that come up to quality and quantity of the graduates to hopefully man the possible investments.

Secondly, national industry stakeholders look for the most business friendly environment in a location.

Investors especially in the BPO would like to settle in an area that would be easy to make business with, safe where crime and corruption is inexistent to low.

Third, BPM investors want power and water service utilities that are cheap and reliable, the location is safe and costs of living is manageable, social issues like traffic, pollution, food, housing and basic necessities are reasonable as this affects the cost of operations.

Finally, investors would certainly be interested if the new location has already or is willing to put up key infrastructure needed for the BPO management operations.

However, Lazurriaga said the listing has become less significant with investors now seeing the key factor of a life-work balance in their workers.

For now, the move is to do away from the NWC ranking, the chair of the country’s software industries leaked.

The PSIA chair said the NWC has created a template that is sets blinders to the more relevant work-recreation balance, that the ICT stakeholders would rather go for a profile of locations to guide big-ticket call center companies to locate.

It may be recalled that Bohol has recently pressed for the placing of Tagbilaran as among the NWC in the country.

The Bohol ICT Summit has been an identified step towards the attainment of the goal.

But, Lazurriaga stressed that getting to the NWC may not be that important anymore.

PSIA hopes that when the profiles are out, it would certainly shift the focus of investors in the BPO and ITC, and this is what Bohol should get, Lazurriaga who comes to the Bohol ICT Summit bared. (rac/PIA-7/Bohol)

ERRATIC CHARACTER OF THE BOHOL FAULT

Much has been said of the 7.2 magnitude earthquake that struck Bohol on October 15, 2013 but so far, no clear explanation or much of an analysis has been brought forth as regards the origin, nature and extent of the tectonic activity that resulted to such an erratic earth movement that occurred beneath the central part of Bohol. It seems the Phivolcs itself was puzzled as to the type of earthquake that happened that it could not give a satisfactory description and analysis of the phenomenon. Accordingly, the said earthquake was not of the normally occurring type of earth disturbance that was of tectonic origin. It was a unique type that must have happened only in Bohol. Phivolcs could not even give an accurate analysis because they were puzzled on why such a phenomenon happened which defied accepted standards. Of course they were silent on such a matter to which they could hardly give an explanation.
The experts were surprised why there were many fault lines practically radiating from the Carmen-Sagbayan area going outwards in different directions towards the periphery of the western half of Bohol island. This is not of the usual type where a single fault line would move and only the areas near it or within its range would be affected. Here, it was different, there were highly visible separate lines of destruction coupled with huge, sometimes deep linear ground cracks radiating from the central part of the island towards the coastal towns of the south-western portion. There was a long fault line identified by men from Phivolcs which radiated towards Inabanga-Clarin area. Another line radiated towards San Isidro town and towards Tubigon. Also identified was a line of destruction going towards Loon-Calape area, another fault line was prominently noticed going from Sagbayan towards Catigbi-an, then Balilihan and then Antequera going to Maribojoc via the Abatan bridge area, making its exit to the sea and possibly towards the island of Cebu. There was also another line which traversed through Cortes town and still another through a part of Tagbilaran City. There was also a fault line which had its exit in Loay and Albur area after traversing through Batuan, Bilar and Loboc.
Accordingly, the epicenter of the earthquake was some 8 kms. deep below the Carmen-Sagbayan area and the destruction radiated in different directions towards the periphery of the south western part of the island. This is the Bohol Fault, a unique type of fault which is now the subject of intense study by experts in the field. The Bohol Fault which has its center of origin below the Carmen-Sagbayan area is seemingly like a cobweb which, if its center is disturbed, energy radiates outwards in all directions towards the periphery. It is also similar to what happens when a stone is thrown towards the glass window of a car. From the point of impact, the damage radiates in all directions towards the periphery. However, in the 2013 earthquake, only the western part of Bohol was badly affected while in the 1994 Bohol earthquake, the other half of the island, the eastern part, was the portion severely affected. That’s how unique the Bohol Fault is, as far as this point of view is concerned. Any other analysis is most welcome.

PH mobile internet ranks 6th in APAC in latest Akamai report

Globe network stimulates higher mobile speed experience

For the first time in many years, Akamai Technologies included the Philippines in the country ranking for mobile internet speeds. And the results did not disappoint Filipino consumers.

With an average speed of 8.5 Mbps, the Philippines ranked 6th in the average mobile internet connection speed according to the 2nd Akamai State of Internet Report. The latest Akamai report also reveals that the Philippines also achieved 105.1 Mbps peak mobile speed which in the third highest in Asia Pacific next to Australia and Thailand.

Globe Telecom’s efforts to improve internet experience of its customers advanced significantly in the first 100 days of the Duterte administration, as the company managed to drive the mobile internet speed ranking of the Philippines with its 1st world internet campaign.

Globe President & CEO Ernest Cu reiterated the company’s commitment to improve the state of internet in the Philippines in order to make the nation admired globally. “More and more Filipinos are becoming dependent on fast and reliable internet connectivity, it is imperative that telco operators like Globe work closely with the government in expanding and improving telecommunication services,” Cu said.

Cu emphasized Globe is maximizing the use of additional frequency assets it obtained from the sellout of San Miguel’s telco assets in line with its commitment to the National Telecommunications Commission to deploy about 4,500 multiband, multimode software defined radio base station equipment to 95% of total municipalities and cities in the country, intended to improve overall customer experience in terms of speed and reliability of mobile internet services.

To date, Globe has already completed deployment of LTE 700 in 200 sites, mostly in Metro Manila as well as LTE 2600 in 900 sites, mostly in Visayas and Mindanao. According to Cu, sites where the LTE 700 and LTE 2600 have been deployed cover major business districts and highly-urbanized and populated areas in the country.

Cu further disclosed that Globe also expanded its GoWiFi network as it recently completed deployment of the service in close to 500 sites that include Ayala Malls, fast food chains, bus terminals, convenience stores and other public places. He added that Globe is working on widening its WiFi coverage and plan to deploy GoWiFi services in close to 1,000 sites across the country. This will provide WiFi coverage not only Metro Manila but also in Davao, Cebu, Bulacan, Cavite, Cagayan Valley, Cagayan de Oro, Nueva Vizcaya, Dumaguete, Zamboanga and Boracay.

Launched in 2015, GoWiFi, the company’ premium open national WiFi network, is now serving close to 3 million customers per month. The company’s national WiFi network is open to any customer with a WiFi enabled device. While customers are able to access the service for free for 30 minutes a day, customers can easily purchase GoWiFi credits which they can use in any GoWiFi hotspot.

According to Cu, the company is also about to complete deployment of free Wi-Fi services in all MRT Line 3 stations, enabling Globe customers riding the MRT to efficiently make use of their transit time as they are now able to access the internet for free.

The deployment of free Wi-Fi services is expected to benefit around 350,000 daily passengers of MRT Line 3. Each passenger will be given free Wi-Fi access for 30 minutes daily, said Cu, emphasizing that provision of free WiFi services in all MRT3 stations is part of the company’s initiative to enhance network capacities.

Aside from MRT Line 3, Globe also signed an agreement to provide free Wi-Fi services in all 20 LRT stations. In addition to deployment of WiFi services, Globe will also provide fiber optic cable system that will extend the length of the entire LRT 1 and cover all LRT stations and LRMC’s depot in Pasay City. Globe also recently signed with the Metro Manila Development Authority a similar agreement that will allow the telco provider to deploy wireless infrastructure in MMDA controlled areas as part of its efforts to enhance network coverage and capacities.

The 2Q Akamai report also showed the Philippines has average internet speed of 4.3 Mbps in fixed broadband, up by 24% QoQ and 27% YoY. The country registered the strongest growth in Asia Pacific region in terms of “above 4Mbps connectivity adoption” at 33% adoption rate, growing 79% QoQ and 116% YoY.

For above 10 Mbps connectivity adopted, the country showed a 5% adoption, growing by 86% QoQ and 683% YoY. For 15Mbps connectivity adoption rate, the country is at a nascent 2.1% adoption, up 109% QoQ and 872% YoY.

Photography Enthusiasts Join Scott Kelby Worldwide Photowalk-Tagbilaran

Boholano photography enthusiasts joined the Scott Kelby Worldwide Photowalk-Tagbilaran which started from Chillpill Cafe in CPG East Avenue and concluded at the K of C Recreation Center on October 1, 2016. The group of around 35 professional and budding photographers participated in the international Photowalk celebration of Scott Kelby which has been running at its 9 years.

The activity was organized by local walk leaders with a theme to capture street life and foster camaraderie among photographer’s community. It was sponsored by the Bohol Bloggers Collective, FORGE Inc. and Bright Learning Center ( Kumon K of C – Tagbilaran). The youngest walker is 4 year old Joshua Auza who uses his tablet to capture images. He received a special recognition and a Php100 gift coupon from Chillpill Cafe.

The local leader of Tagbilaran City photowalk incorporated the Opening of Childrens Month highlighting the advocacy of Anti Child Pornography and Anti Human Trafficking were in asking the photowalkers to invite friends and family to take part in the annual celebration.

“This years walk is about highlighting the power of photography and photographers to convey a message that a family that stood together against Child Pornography and Human Trafficking is a family that strengthens the morals of the society. Thats why we invite all photographers with DSLR or phone camera to join us,” Jumjum Ouano of FORGE, Inc. – Local walk leader.

The activity ended with a small gathering and awarding for minor prizes. A local exhibit and at the same time awarding of the photowalk prizes for local selection is up for at the last week of the month. At the same time the photo-walkers output can be viewed publicly.

The participants concluded the event at the K of C recreation center with a short message from Jerome Auza, a participant and an amateur photographer.

Kumon PH Holds Advanced Student Forum

Kumon Philippines, Inc. (KPI) held its Advanced Student Forum (ASF) on September 24, 2016 at the Radisson Blu Hotel in Cebu City. The ASF is an annual event where KPI recognizes the Math and Reading program completers for the past year. It also recognizes Kumon students who are advanced by at least five grade levels.

Kumon K of C students who completed Math or Reading programs were recognized during the event. Chief Instructor Dr. Elva E. Auza congratulated her students and said, “I’m very happy that Kumon K of C is gaining grounds in helping kids achieve their dreams. We only had one completer in 2015 but this year, we have nine students. Some of them are also recognized as top ten in their grade level nationwide.”

The Math program completers from Kumon K of C are as follows: Theresa Michelle Biliran, Jon Lexis Biliran (top ten), Jesse Biliran (top ten), Bernard Hans Kurt Mortil (top ten), Eunice Chua (top ten), and Andrei Madrangca. The Reading program completers are: Jeremiah Auza Reading Completer (top ten), Peter Paul Jabines (top ten) and Jeorgeiann Suaffield (top ten). Jeremiah Auza was also recognized for being 5 years advanced in Math (top ten).

This year’s ASF had the theme “The Legacy Lives On” in celebration of KPI’s 20th year in the Philippines. The ASF in Cebu City is attended by the awardees coming from the Visayas area. There are other ASF events throughout the country every year.

Auza.Net to Highlight Entrepreneurship on Technology Updates

For almost a decade now, Auza.Net has been publishing updates on technology relevant to Boholanos and the province. In the past year, we have seen significant efforts by the private and government sectors to encourage startups and entrepreneurship. This Technology Updates page covered many of the events such as Startup Weekends, Geeks on a Beach and various activities related to information and communication technology. There is a need though to highlight and encourage entrepreneurship in Bohol.

And for this reason, Auza.Net will start to highlight news relevant to entrepreneurship in Bohol. There has been many programs by various government agencies such as DTI, DOST and the provincial government to support entrepreneurship. Specific focus is on micro, small and medium enterprises that employ a significant amount of the workforce.

This year and the next few years will be exciting to the startup community and entrepreneurs in Bohol because significant development in infrastructure are being implemented or lined up for implementation in Bohol. For example, the new airport in Panglao will definitely bring more opportunities in tourism. On top of that, there are plans drawn up to develop a tourism estate in Panglao. And just recently, major infrastructure projects for Bohol have been approved by the national government.

Globe and Kiva create sustainable livelihood opportunities for underserved PH population

Fifty-eight year old Josefina from Trinidad, Bohol only had P15,000 in savings when she started her small sari-sari store in 1999. Wanting to support the growing needs of her nephews, being single herself, Josefina requested P20,000 which she used to expand her business and attract more customers. She received financial assistance from 15 individual microlenders via one of Kiva’s Field Partners, Community Economic Ventures, Inc., which provides not only loans but training and insurance coverage as well.

Cebu-based Shayne Mae, on the other hand, is a hardworking entrepreneur who also needed additional funds to use as a working capital for her clothing sales business. With the assistance of eight individual microlenders under another Kiva Field Partner, Negros Women for Tomorrow Foundation (NWTF), Shayne Mae was able to borrow P11,999 to sustain her business. She dreams of saving enough money to send her children to college and renovate her family home.

Josefina and Shayne Mae are just two of hundreds of Filipinos which Globe Telecom and international non-profit organization Kiva are crowdfunding loans to create sustainable livelihood opportunities for the underserved population in the country.

With GCash as the secure platform to receive donations, lending can be done through #TeamGlobe. Interested citizens may donate any amount to local beneficiaries in the areas of agriculture, food, retail, and services by accessing *143#, select GCash, choose Donate to Kiva, enter amount, GCASH PIN and email address. Those funds are then put into a revolving loan fund to go towards Filipino borrowers.

At the same time, Globe is also giving customers a chance to give back and support micro entrepreneurs through Kiva Gift cards. Customers just need to text Kiva to 2158-Kiva (5482).

Leveraging on its online facility and a worldwide network of microfinance institutions, Kiva provides loans to people without access to traditional banking systems. The micro-finance institutions, which are called Field Partners, administer the loans in the field, giving people in need a safe and affordable access to fresh capital to further their lives and that of their families.

To-date, Kiva has over 1.5 million individual lenders from every country in the world. These lenders have funded loans amounting to over US$890 million to 2.1 million beneficiaries.
