Panglao airport 81.21% done August opening on schedule

    TAGBILARAN CITY, April 28 (PIA)—Construction at the New Bohol Airport for Sustainable Environment Project (Panglao Airport) may be suffering some 8.40 % variance from its planned accomplishment as of March 31, 2018, but Department of Transportation (DOTr) authorities said they can still make it in time for the August 2018 opening. A report furnished by the DOTr to Bohol authorities showed that by March 31, DOTr should have seen an 88.61% accomplishment, but the contractors Chiyoda Mitsubishi Joint Ventures accomplished 81.21%, resulting to the slight variance. But DOTr Panglao Airport Project manager Engr. Edgardo Mangalili said has seen worse. At the beginning of the 2012 proposed P7, 440, 290, 000.00 project, there was so much negative slippage that contractors had to get their workers on overtime shifts to be able to beat the monthly timelines, Mangalili said. DTI readies interventions to lessen impact of Boracay Island closure

The Department of Trade and Industry (DTI) will assist affected workers and displaced micro, small and medium entrepreneurs to lessen the impact of the the six-month closure order of Boracay Island in Malay, Aklan. DTI Regional Operations Group Undersecretary Zenaida Maglaya said that the agency has identified initiatives to cushion the impact to workers and entrepreneurs of the island’s shutdown on April 26. “We recognize the importance of Boracay Island to our local entrepreneurs there. However, we would also like to ensure that the island maintain its pristine condition, which is why we have identified programs that will help local entrepreneurs,” Maglaya said. DTI, a member of the Working Group on employment and livelihood and the lead agency in the establishment of the Operations Center/ One-Stop Shop in Boracay Island, has identified activities that may provide workers alternative income and other alternative markets for the MSMEs. While the island is closed to tourists, MSMEs selling to Boracay will be given the chance to continue their businesses as DTI identifies alternative market outlets in nearby resorts and Pasalubong Centers. DTI’s Design Center partners with the metros’ key creative hubs for Design Week Philippines

In line with the celebration of Design Week Philippines, the Department of Trade and Industry’s Design Center of the Philippines (DTI-Design Center) partners with key organizations and events all over the Metro Manila in its aim to gather the creative community and support the advancement of the creative services sector of the country. With the tagline “Design Tribes,” Design Week Philippines kicked off last 14 April 2018 in Intramuros and will run until 22 April 2018. “Building connections and communities has always been at the core of Design Week Philippines,” said DTI Design Center Executive Director Rhea O. Matute. “This is why we create a movement by engaging partners and partner events to show the diverse ways of celebrating Design Week Philippines, and eventually make design and creativity a way of life in the Philippines,” she added. Design Center has established collaboration with 41 partners, 32 events in 16 venues all over the Metro Manila. In support of nation building Globe Telecom promo registration number changed to 8080

Starting immediately, postpaid and prepaid mobile customers of Globe Telecom may use 8080, instead of 8888, in sending promo registrations through text or SMS. The changeover follows the company’s compliance with a government request to use 8888 as the government’s complaint hotline, which became operational last August 1 as well. The substitution is also in support of nation-building. As a transitory procedure, customers sending promo registrations to 8888 will receive response from 8080 effective immediately until November 30, when 8888 will no longer be available for Globe transactions. This means that promo registrations sent to 8888 from November 30 onwards will no longer be processed. “As a telecommunications provider, we recognize the importance of communication for the government to effectively address loopholes in government service for the benefit of the country as a whole, thus our decision to give way to the government’s request to use 8888 as its complaint hotline,” Globe General Counsel Atty. Froilan Castelo said. Aside from texting 8080 for promo registrations, Globe customers may also use *143# to generate a USSD code and register to a call, text or surfing promo of their choice. Formal and Informal Surveys for President

By: Jerome Auza The last few weeks has been very interesting in the campaigns of the presidential candidates for the May 9, 2016 elections. Particularly interesting is the fact that formal surveys and informal surveys have widely contrasting results. In recent formal surveys, Poe is leading while in mock elections in different universities nationwide, as well as online surveys and even in “cup” surveys in a 24-hour convenience store show Duterte consistently in the lead. The cup survey is done using cups for drinks printed with the face and names of the different candidates. The Duterte cups always get out of stock. The formal surveys are conducted in a scientific method and the selection of respondents are done randomly in order to come up with results that are reliable and statistically representing the whole population. The mock elections and online surveys are non-scientific because for one, they can only cover a certain group of people. For example, university surveys would include only students. In online surveys, these include only those with Internet access. In other words, they may not really represent the sentiment of the whole population. However, there is the fact that the informal methods are done with a much larger sample of the population. In statistics, if you take a large enough sample, the tendency of the sample data is to match the whole sample. The mock elections held in universities are done nationwide, with sample size of around 1000 each or more. If you take into account that this is nationwide and the university students are obviously the youth, then it may be safe to say...
