MALACAÑANG cautioned the candidates for the coming barangay and Sangguniang
Kabataan elections on Oct. 25 not to resort to violence and killings “as this is just an election
and being voted upon is not the only way to be of service to the people.”
In an interview with Radyo ng Bayan Saturday, Deputy Presidential Spokesperson Abigail
Valte said “we should not resort to violence or other undesirable means just to be elected
into office as serving the people does not end with getting elected.”
Go slow and do not be too emotional or excited as this might distract your focus. Let us all
work together to ensure that the coming election will be clean and that the results will reflect
the genuine sentiments of the voters, Valte added.
Last week, President Aquino ordered Philippine National Police Chief Gen. Raul Bacalzo
to look into the killing of a candidate for kagawad and put the perpetrators before the bar of
justice so that no other similar incidents will happen as the elections near.
Bacalzo said the President asked him to impose stricter measures to ensure that such poll

ANG gipaabot nga pagpasaka sa sertipiko sa mga kandidato alang sa Sangguniang Barangay ug Sangguniang Kabataan nga piniliay magsugod na gyud sa Biyernes, human sa 45 ka adlaw nga election period nga nagsugod niadtong Sabado ug motapos sa Nobyembre 10.
Matud pa ni Comelec Provincial Supervisor Eliseo Labaria nga ang ilang buhatan andam nang modawat sa certificates of candidacy (COCs) sa mga molansar nga mo okupa sa 768 ka posisyon sa barangay ug SK, nga adunay barangay/SK chairman ug pito ka kagawad sa kada barangay.
Ang mga kandidato aduna lamang 13 ka adlaw aron pagrehistro sa Comelec. Kinahanglan lamang magdala sila og 1.5 x 1.5 nga hulagway nila ug documentary stamp alang sa registration.
Hinuon, gi klaro ni Labaria nga wala pay pagpangampanya nga mahitabo sa Biyernes tungod kay ang campaign period magsugod pa sa Oktubre 14. Mahuman kini sa Oktubre 23, duha ka adlaw sa dili pa ang adlaw sa piniliay. Ang mga kandidato gitugotan lamang paggasto og P3.00 matag botante. (PIA-Bohol)

The Commission on Elections (COMELEC) has granted the request of President Benigno S. Aquino III to make new appointments for selected posts within the election period covering the October 25 Barangay and Sangguniang Kabataan polls.
Presidential Spokesperson Edwin Lacierda said in a press briefing at Malacanang on Tuesday that the request was based on the fact that the barangay election is a non-partisan exercise. The President reportedly has yet to fill up over a thousand vacant posts.
In a resolution, the Comelec has announced that appointing an officer of any government office, including government-owned and-controlled corporations, whether permanent or casual, is illegal.
The prohibition covers the hiring of any new employee as well as transferring of posts, creating new positions, suspending any elected official and granting salary increases for the period Sept. 25 to Nov. 10.
The Comelec said it shall only grant exemptions unless “it is satisfied that the position to be filled is essential to the proper functioning of the office or agency concerned.”
Violation of the resolution shall be an election offense, which carries a penalty of one to six years’ imprisonment as well as removal of the right to vote and be voted to public office. (PCOO/PIA)

THERE will be no drug test required for candidates running in the coming back-to-manual Sangguniang Kabataan ang barangay elections on October 25, said Bohol Provincial Election Supervisor Atty. Eliseo Labaria.
The Comelec provincial boss issued the statement in an interview since no Comelec policy requiring candidates for drug test in the conduct of the elections and filing of the certificate of candidacy starting October 1, 2010.
The Comelec will conduct the said elections back to manual or no more use of poll count optic scan (PCOS) machines.
Atty. Labaria said that the Comelec has re-clustered the precinct composition of voters, reducing the number of voters to some 500 in 2 or 3 clustered precincts from a thousand lumping five precincts during the May 10, 2010 elections.
Consequently, canvassing of votes cast after the elections will be done in old-fashion way – manually, using the ballot boxes. (PIA)
