MALACAÑANG maintained on Wednesday that the Commission on Elections has enough resources to proceed with automated elections in 2013.
Presidential Spokesperson Edwin Lacierda said the election-governing body can tap into its vast savings to augment its regular budget and hold the automated counting of election returns in next year’s midterm elections.
“I think Comelec should look into their savings. I think they have substantial savings in their budget,” Lacierda said.
He added that during his discussion with Budget Secretary Florencio Abad on the issue recently, the Budget Chief informed him that Comelec had ample savings.
“They have enough savings. That should not be a problem. The automated elections (in 2013) will continue,” Lacierda said.
Comelec chairman Sixto Brillantes raised a howl over the drastic cut in budget allocation the Commission may receive in the 2013 General Appropriations Act that was slashed from P24-billion to P8-billion.
Brillantes warned that with this cut, the Comelec may have to revert to manually counting ballots in next year’s elections. (PCOO)

OLD-AGE and disability pensioners have something to look forward to next year as President Benigno S. Aquino III has pegged their retirement benefits at P5,000 a month.
The President said in his third State of the Nation Address before the Joint Session of the 15th Congress at the Batasang Pambansa in Quezon City on Monday that this was the State’s way of saying thank you for the long years of dedicated service of government retirees.
“From the womb, to school, to work, change has touched the Filipinos. And should a life of government service be chosen, our people can expect the same level of care from the state, until retirement,” the President said.
“Our administration will recognize their contributions to our society as public servants, and will not withhold from them the pensions they themselves contributed to,” he added.
The President said he was shocked to discover that some retirees receive less than P500 a month in pension benefits, barely enough to cover the daily expenses of water, power and food.
“Our response — when the New Year comes our resolution would be that all old-age and disability pensioners will receive no less than five thousand pesos monthly,” the President said.
He added the prudent government spending together with fiscal reforms have allowed the government to use sources to fund priority programs such as the retirement benefits.
“We are heartened that we can meet their needs now, without jeopardizing their future benefits,” the President said. (PCOO)

TAGBILARAN CITY, Bohol, July 23, 2012 (PIA) In a re-invigorated push to perk up Micro, Small and medium enterprises (MSME) which have been largely credited for breathing life to local economies, the government has showcased anew, a set-up that helps MSMES increase local production and a more appealing ground to compete in the global market.
Small Enterprise Technology Upgrading Program – (SET-UP) is a nationwide strategy to encourage and assist micro, small, medium enterprises to adopt technological innovations to improve their operations and boost productivity and competitiveness, explains Regional Director and Engr. Rene Burt Llanto of the local Department of Science and Technology (DOST).
At the Kapihan sa PIA with Awarding Ceremonies and distribution of grants, the DOST, the government’s premier science and technology research agency revealed a set up that enables business firms to address technological problems through technology transfer and technological intervention, DOST Bohol Field Manager Marcial Tanggaan said.
Such is to improve productivity through better product quality, human resource development, cost minimization, waste management and other activities related to production, added Engr Llanto.
In Bohol, DOST set up has helped around 31 small and medium enterprises with some P16 million total grants, Llanto revealed.
DOST’s first batch of grantees include Total woodkraft, Bohol Quality pastries, Jojies Food Manufacturing Industries, GIJ Foods, Kiddies Bake Hauz, Tessie’s Sweets and Pastries, Tienda Boholana, Bakeshop on the Rock, Delia pure tablea, STAIRS, Hermie’s metal and construction services.
These investments have stepped up their set up with the DOST.
Under the program, DOST helped these investments in their technology upgrading, product standards and testing, packaging and labeling, data base management and information system as well linkaging and networking.
Linkaging and networking is by raw materials sourcing, marketing, technical entrepreneurial, financing, and equipment design and fabrication
DOST set up is largely envisioned to support the critical role MSME which comprise about 99% of the country’s registered enterprises.
The government pushed for the set up because MSME account for 53% of total employment generated by registered enterprises in the country. (30)
