ACTING on President Benigno S. Aquino III’s directives to come up with a permanent solution to control flooding in the country, the Department of Public Works and Highways said on Monday that short-term flood mitigation projects worth P5-billion will be completed within the year.
Public Works and Highways Secretary Rogelio Singson told a press conference in Malacañang that these short term flood mitigation projects, which forms part of the flood control master plan, will entail the repair and rehabilitation of dike structures in Metro Manila and Central Luzon.
“Well, ang matatapos agad diyan… ang mga pag-aayos ng mga nasirang dike— (will be completed in) three to six months. Kasi ang iba namang nasira maiikli lang. Halimbawa, doon sa San Fernando, (Pampanga) ‘yung tinatawag nilang tail dike ay 50 to 70 meters lang. So it should be finished. But we have a long list of identified high impact priority projects worth P5-billion. ‘Yun ang unang-una naming bubunuin,” Singson said.
Aside from the aforementioned tail dike in Pampanga, Singson said that rehabilitation and improvement of the Valenzuela-Obando-Meycauayan river dikes as well as those located in municipalities along Laguna Lake such as Cainta and Rizal provinces are included in the short term flood plan.
He added that the water pumping system of Metro Manila is aging and needs proper upgrade to effectively drain out flood waters to the various tributaries around the metropolis.
“Now, other immediate projects are the upgrading of the pumping systems in Metro Manila which is the responsibility of Metropolitan Manila Development Authority (MMDA) as well as clearing the waterways. This is a major intervention that needs to be done because the major cause of flooding is the overtopping, overflowing of the river systems,” he added. (PCOO)

AS torrential rains spawned by the intensified Western monsoon caused flooding in parts of Luzon, including Metro Manila, and the Visayas regions, President Benigno S. Aquino III called on the media practitioners to join government efforts to keep the Filipinos informed of the dangers posed by natural calamities affecting their respective areas and how to overcome them.
In a press conference held after presiding over a Cabinet Meeting at the National Disaster Risk Reduction and Management Council Headquarters in Camp Aguinaldo in Quezon City on Tuesday, the President said the media serves as a conduit to pass on vital information to the people.
He noted that the latest weather forecasting program of the Philippine Atmospheric, Geophysical and Astronomical Services Administration was now color-coded (yellow, green and red) to depict the intensity of expected rains and its corresponding dangers posed due to the weather condition.
Yellow means flooding is possible in an area with expected rains reaching 7.5 to 15 millimeters. The Green warning means there is a threat of flooding with 15 to 30 mm of rain expected while the Red Alert means that more than 30mm of rain is expected within 1 hour and may continue in the next 2 hours.
The Yellow warning means people should closely monitor the weather patterns while the Green and Red alerts depict the need for possible evacuation of people affected.
The President said that by disseminating this information to Filipinos through tri-media would ensure that the people understand PAGASA’s weather forecasting program better and can thus react accordingly. (PCOO)

MALACAÑANG welcomed on Sunday the US State Department’s Country Report on Terrorism citing the Philippines as a “critical partner” in its Anti-terrorism Assistance program.
Deputy Presidential Spokesperson Abigail Valte said over government radio dzRB Radyo ng Bayan that the Philippines remains committed in strengthening efforts to combat terrorism “on a global front.”
“Since terrorism is not just a concern of the Philippines but is the concern of most of the countries in the world, we continue to push on with our efforts to help fight terrorism on a global front,” Valte said.
In a release dated August 1, the Department of Foreign Affairs said the US State Department had released the results of its 2011 Philippine Country Report on Terrorism recognizing the Philippine Government’s progress in the fight against terrorism.
It said that because the Philippines maintained its strong counter-terrorism cooperation with the United States by providing tactical and investigative training to support the transition in the southern Philippines from military to civilian counter-terrorism authority in Mindanao, “the Philippines remained a critical partner nation in the State’s Antiterrorism Assistance program.”
The report noted that President Benigno S. Aquino III’s Administration’s implementation of the 2011-2016 Internal Peace and Security Plan contributed to the progress in the fight against terrorism.
The Internal Peace and Security Plan adopts a “whole of nation” approach to achieve lasting peace, security, and economic development, including the transfer of internal security functions from the Armed Forces of the Philippines (AFP) to the Philippine National Police (PNP).
The US State Department also highlighted institutional improvements directed towards addressing terrorism such as the creation of joint military and police task forces and interagency operations cells in in Zamboanga, Sulu, and Basilan; formation of anti-kidnapping-for-ransom group in Marawi with military and police participation; and the establishment of the PNP’s national Crisis Action Force that combined ground, air, and maritime units into a unified terrorist/crisis first response unit.
