MANILA, Feb. 21 (PIA)–Himuong parte ang mga apektado sa mga niaging kalamidad sa pagsaulog sa ika-28 nga anibersaryo sa EDSA People Power Revolution.
Matud pa ni Presidential Spokesperson Edwin Lacierda, gusto ni Presidente Aquino nga mahimong parte sila sa usa sa pinaka-mahinungdanong pagsaulog sa kasaysayan sa Pilipinas pinaagi sa pagbisita sa progreso sa gipatumang halapad nga rehabilitasyon sa gobyerno.
Giingong apil sa bisitahon sa pagsaulog sa EDSA People Power Revolution sa sunod semana ang Cateel, Davao Oriental alang sa rehabilitasyon sa bagyong Pablo, Eastern Samar tungod sa bagyong Yolanda ug ang linog sa Bohol.
Sa unang higayon, isaulog sa Cebu ang usa sa pinakamahinungdanong parte sa selebrasyon sa EDSA: ang ‘Salubungan’.
Nahimo naman gud nga makasaysayan ang Mt. Carmel sa Cebu diin kasamtangang nagpabilin kaniadto si kanhi Presidente Corazon Aquino.
“EDSA celebration has always been symbolic. You remember the solidarity of the Filipino people that February in 1986, and I was also there in ’86, so I fully agree that – I fully support the decision of the President to spend his EDSA celebration in the midst of the people afflicted to show that he is one and will always be one with the people – those who suffered during the two calamities.”

MALACAÑANG is not pushing through of holding the 28th anniversary celebration of the EDSA People Power Revolution on February 25 at the Palace grounds and the President will instead visit calamity affected areas.
In a statement, Presidential Communications Operations Office Secretary Herminio “Sonny” Coloma Jr. said the President met Executive Secretary Paquito Ochoa last Monday and conveyed his decision to revisit calamity areas before he leaves for his official visit to Malaysia on 27-28 February.
“Considering that the theme for this year’s celebration is ‘Kapit-Bisig Tungo sa Pagbangon’, the President said it was important to rally the people in the calamity-affected areas to rekindle the spirit of EDSA People Power in building back better communities,” Coloma said.
Coloma said that the traditional “Salubungan” or commemoration of the meeting between the civilian and military participants of EDSA People Power will be held on Tuesday morning at the Cebu provincial capitol grounds.
Cebu was chosen as venue because the province was the bulwark of the opposition to the dictatorship during the martial law regime. It was in Cebu City where Mrs. Corazon Aquino was staying when the military broke ranks from President Marcos on February 22, 1986.
The President also plans to revisit Leyte and Eastern Samar to see the progress of government’s recovery and rehabilitation efforts there.
He may also visit Bohol which was devastated by an earthquake last October, Coloma said. The President may also proceed to Davao Oriental to assess reconstruction works following the devastation of super-typhoon Pablo in December 2011, he added.

In the official results of The Heritage Foundation and The Wall Street Journal’s Index of Economic Freedom, the Philippines now ranks 89th out of 178 countries, improving from last year’s 97th out of 177 countries.
The Philippines ranks 16th out of 42 Asia-Pacific countries, with a score of 60.1, 1.6 points higher than the regional average of 58.5.
According to this report, the Philippines improved its ranking because of “notable improvements in investment freedom, business freedom, monetary freedom, and control of government spending,” and is “moderately free.”
Secretary Cesar V. Purisima noted that this report proves the Aquino administration’s principle that good governance is good economics.
“By focusing on deepening the virtuous cycle of good governance, the administration’s efforts in addressing the problems of corruption, fiscal mismanagement, and inefficient regulatory processes are being noticed by international organizations and observers, making the Philippines more attractive to investors,” Purisima said.
Purisima said, “Our challenge now is to continue our improvements and to ensure our recent economic growth and inclusive development remain beyond President Aquino’s term ending in 2016. We are now focusing on legislating these reforms to ensure the dividends of good governance will be here to stay.”
Looking forward, Purisima said, “We hope that Filipinos will demand succeeding administrations to enter into the virtuous cycle of good governance.”
The Index of Economic Freedom is a joint publication of The Wall Street Journal, and The Heritage Foundation. The annual report tracks progress in economic freedom through indicators such as Rule of Law, Limited Government, Regulatory Efficiency, and Open Markets in 186 countries. Economic Freedom as defined by the publication is the fundament right to control one’s labor and property, with government allowing the free movement of labor, capital and goods. (DOF)

Matud pa ni PNoy, dili man tuyo niini nga limitahan ang katungod sa pamamahayag apan regulasyon lamang kini aron malikayan ang pag-abusar.
Dugang pa ni PNoy nga ang matag katungod adunay kalambigit nga responsibilidad sa proteksyon sa katungod sa uban.

Apan ang probisyon niini kalabot sa “online libel” alang lamang sa orihinal nga author o nag-post sa pagpangdaot nga artikulo, base na usab sa gipagawas nga resolusyon sa SC en banc.
Gideklarar usab sa Korte Suprema nga “unconstitutional” o supak sa Batakang Balaod ang: Section 4(C)(3) nga nagpahamtang og silot sa mga unsolicited commercial communications; Section 12 nga naghatag og gahum sa mga otoridad nga mangolekta o mag-record og traffic data in real time; ug Section 19 nga naghatag og gahum sa DOJ nga hugtan o mag-block sa access sa computer data nga nadiskubreng nisupak sa probisyon sa Cybercrime Law.
Samtang konstitusyunal ang parte sa Section 5 nga nagpahamtang sa mga mitabang ug misulay nga makahimo sa pagsupak sa Cybercrime Law.
Ang desisyon ng Korte Suprema kalabot sa Cybercrime Law gisulat ni Associate Justice Roberto Abad.
