MANILA, April 23 (PIA)–Gi-aprobahan na ni Presidente Benigno ‘Noynoy’ Aquino III ang pagpagawas sa P2.259 bilyong tabang pinansiyal alang sa unang batch sa 48,995 ka kawani nga nagtrabaho sa nagkalain-laing ahensiya sa gobyerno sa Rehiyon 4B, 5, 6, 7 ug 8 nga nawad-an og pinuy-anan tungod sa kusog nga linog sa Bohol ug sa kusog nga bagyong ‘Yolanda’.
Nipahigayon og special cabinet meeting ang Presidente kalabot sa Yolanda Comprehensive Rehabilitation and Recovery Plan (CRRP).
Sa maong pulong, subling gimanduan sa Presidente ang mga hingtungdang miyembro sa gabinete nga paspasan ang implementasyon sa tanang programa ug proyekto alang sa rehabilitasyon sa mga lugar nga naapektuhan sa bagyong Yolanda.
Gitumbok ni PNoy sa pulong ang kamahinungdanon sa pagpabalik sa normal nga panginabuhi sa mga biktima apil na ang pagsiguro sa luwas nga kahimtang sa mga lugar.
Matud pa ni Presidential Communications Operations Office (PCOO) Kalihim Sonny Coloma Jr., gimanduan sa Presidente ang tanang hingtungdang Cabinet Secretaries sa pagpadali sa implementasyon sa tanang mga programa, aktibidad ug proyekto kalabot sa rehabilitasyon ug pag-ayo sa tanang lugar sa nasud nga naapektuhan sa bagyong Yolanda.
Giingong gitumbok sa Presidente ang kamahinungdanon sa ‘building back better, ug dugang ‘resilient communities’.
“Also announced at the meeting was the approval by the President of the release of the amount of P2.259 billion as financial assistance for the first batch of 48,995 employees from national government agencies based in Regions IV-B, V, VI, VII, and VIII, whose houses were totally, heavily, or partially damaged by Typhoon Yolanda and the Bohol earthquake,” matud pa ni Coloma. Apil sa mga bakunang ipanghatag sa DOH ang libreng bakuna batok sa sakit nga cervical cancer o HPV (Human Papillomavirus) vaccine sa mga Grade 4 female students sa 20 ka pinakakabos nga lalawigan sa Pilipinas.
Matud pa sa Kalihim sa Panglawas nga si Janette Garin, adunay 300,000 kababayen-ang Grade 4 pupils lamang gikan sa mga pampublikong tunghaan ang target nilang mahatagan og HPV vaccine tungod sa limitado nilang pondo alang niini.
Tungod niini, giingong apil sa programa ang 20 ka pinakakabos nga lalawigan sa nasud.
Sugdan nila ang maong free anti-cervical cancer vaccination sa Agosto o ikatulong buwan sa pagbukas og balik sa mga tunghaan.l
Gipasabot sa Kalihim nga Grade 4 students ang napiling hatagan sa bakuna tungod sa pagtuo nga sa maong edad, mahimo nang makig-hilawas ang usa ka babaye.
Apan giingong dili kini mandatory o pinugsanay ug nanginahanglan pa og parental consent o pagtugot sa mga ginikanan.
Gawas sa HPV, plano usab sa DOH nga manghatag og anti-tetanus ug anti-diphtheria booster vaccines sa may 2.43 milyong Grade 1 students sa tanang pampublikong tunghaan.
Mokabat usab sa 1.67 milyong Grade 7 students sa tanang pampublikong tunghaan ang target nilang mahatagan og bakuna batok sa tipdas, rubella, tetanus ug diphtheria.

Kini human magpagawas og temporary restraining order (TRO) ang Korte Suprema batok sa Commission on Higher Education (CHED) Memorandum Order (CMO) No. 20, Series of 2013 nga magtangtang sa curriculum sa tertiary education sa mga subjects nga Filipino, Literature ug Philippine Government & Constitution.
Gimanduan ang CHED sa pag-sumite og komento sa petisyon sulod sa 10 ka adlaw.
Matud pa sa tigpamaba sa Korte Suprema nga si Theodore Te, gidungog sa hukmanan ang petisyon sa mga magtutudlo batok sa memorandum sa CHED.
“The court granted the prayer…and without necessarily giving due course to the petition, issued a TRO effective immediately and continuing until further orders from court,” matud pa ni Te.

We have said it again and thought reiterating it makes us a broken record. But breaking record, we will.
Because of this injustice, our leaders have just mocked the poor among us whose only chance of decent protein is getting fish in its meal.
Of course, they are doing something. They have asked the BFAR to get us fishports. And refrigerated vans. And fish cages. And lambaklad. And God knows what else.
Notwithstanding the friendliness of Bohol local papers to the local leaders, 75%, and that’s three of the four English local tabloids picked on the hopelessness people and thus the papers see on the effort to bring down the price of the modest galunggong.
You see, it’s no rocket science because everyone can see that over half, or some 30 of 48 Bohol towns are coastal municipalities.
And as much as we are made to believe that Bohol seas are overfished by a few notches, it is still a fact that were sitting on a migration freeway highway for tuna, tulingan and numerous other pelagic fish, we also have a seed bank for fish at the northeastern Danajon Bank.
In short, without fear of contradiction, we can aver that Bohol sits on a fish bank.
And everyone knows that by saying these waters are overfished, they are actually saying there is an oversupply of fish being caught.
Elementary economics slam us right in the face. When there’s too much supply, there’s got to be less demand, thus price would go down.
No. Not here.
They said, fishermen are selling their catch in bulk in Cebu and nearby provinces. By that, they have to bleed in fuel and gun their engines two full hours at top speed to rush the fish to Cebu? Do we even know how much that would be costing them?
Forget it, the last guys who would risk it to Cebu and selling it like the price they are selling in Cebu, it’s no brainer to say that fish businessmen doing this got utok bolinaw.
It’s a cartel, stupid, it’s a cartel is staring us right in the face.
And our leaders point us to an opposite direction.
If this is not disservice, then maybe this has become of our politicians. Utok bolinao.
It’s not that Boholanos are asking the leaders to make malasugue, grouper or the snappers cheap.
It’s as simple as bringing the lowly man’s galunggong, borot-borot and tulingan down so as the daily wage-deprived construction worker can pump on something decent enough to call as food.
If they can’t get it done by hooking into the cartel, then maybe we can look for somebody who will? Then we’d have broken a record.

Gitumbok ni PNoy nga tungod sa maayong pagdumala, midaku og halos doble ang internal revenue allotment o IRA sa LGUs tungod sa epektibong koleksiyon sa buhis sulod sa lima ka tuig.
Tungod niini, gi-aghat sa Presidente ang LGUs nga ipatuman ang panaghiusa sa pagkab-ot sa kauswagan nga naka-base sa integridad ug kumpiyansa.
Giingong dili angay masayang ang gitarong nga sistema alang sa nasudnong kaayohan.
Pagsiguro pa ni PNoy, wala naka-base sa politika ang pagpatuman sa mga mahinungdanong programa sa gobyerno.
Gitumbok usab niya ang mga tulay ug imprastraktura nga natapos lamang ubos sa iyang pagdumala human sa duha hangtud tulo ka dekada.
Apil na niini ang proyekto sa Iloilo, Alluling ug Lullutan Bridge sa Ilocos ug Isabela Provinces.
Giseguro usab ni PNoy ang tabang sa LGUs taliwala sa pagsulbad sa mga nasudnong problema apil na ang kalabot sa benepisyo sa mga unipormado.
