MANILA, October 10 (PIA)–Nipasidaan ang Department of the Interior and Local Government (DILG) nga wala sila’y gihatagan og awtoridad nga bisan unsang organisasyon nga mag-rekomendar o endorsar og indibidwal isip officer-in-charge (OIC) sa barangays nga mohulip sa mga kapitan sa barangay nga mahuman na ang ilang ternimo karong tuiga. Seth Frederick Jalosjos, filed House Bill 3651 seeking to create a nuclear energy regulatory body. Aumentado said the proposed Philippine Nuclear Regulatory Commission (PNRC), under the Office of the President, will control and oversee the use of nuclear energy for peaceful and developmental purposes. The commission, as described in the bill, is patterned after the regulatory bodies of Asia-Pacific countries like China, Indonesia, South Korea, Japan and others. Its task will be consistent with the technology in the prevention of possible hazardous effect of nuclear power. He said world history would show that nuclear-powered energy has not sown devastation in any country. Damages in Japan wrought by earthquake and tsunami were more devastating than that caused by Fukushima. ‘Dutertenomics’ debuts in Middle East Boosts PH economic ties in Saudi, Bahrain, Qatar

‘  DOHA, QATAR—Dutertenomics, the new way to sum-up Philippine (PH) President Rodrigo Duterte’s key socio-economic agenda, which aims to widen the gains of economic development, to address inequality and to uplift the quality of life of all Filipinos, was used to describe the various initiatives undertaken in the official Middle East visits of President Duterte.   PH Cabinet members reported, in a press briefing, several gains in securing the safety and welfare of the Overseas Filipino Workers (OFWs) in these countries, several memoranda of understanding (MOUs) and agreements in the field of education, health, vocational and skills training, economic investment and technical cooperation with the three countries that the official delegation visited, the Kingdom of Saudi Arabia (KSA), Bahrain and Qatar from 10 to 16 April.   Trade and Industry Secretary Ramon Lopez said that the chief executive’s visits to these Middle East countries significantly strengthened the relationship between President Duterte and each of the leaders in the three nations, resulting in stronger commitment to build-up on PH bilateral trade and investments with KSA, Bahrain and Qatar.   All these initiatives form part the ‘Dutertenomics’ that will create more job and income opportunities, and improve the lives of many Filipinos. Bea Zobel calls for unity to sustain local tourism

“TO whom much has been given, much is also required.” Bohol arts patron and Rajah Sikatuna Awardee Beatriz Susanna Zobel de Ayala sums up her message in stressing the call to unite some more to protect and sustain the tourism Bohol has started. Zobel de Ayala received the award together with Philippine Airlines President Lucio Tan, Cebu Pacific Chief Executive Officer Lance Gokongwei and Philippine Ports Authority’s Atty. Oscar Sevilla during the 154th Bohol Day. The annual award is bestowed upon individuals and institutions who have shown remarkable contribution to the betterment of Bohol and its constituents. Zobel, who had experienced the caves and forests, the communities, the heritage sites and structures, splendid beaches, islands and the angelic children’s choir admitted it is difficult to find all these together in a province. But reminding Boholanos not to pollute the rivers and tear down the heritage structures, she suggested to stakeholders instead using local architecture and the local styles to benefit the people of the community. Having seen the remarkable changes in tourism arrivals since 2003, she intoned that Boholanos should be reminded that it is not the number but the quality of tourists we should invite. Moreover, she said “it is not the quantity of resorts but the quality of service we give.” Zobel, along with Ayala Museum and Ayala Foundation has been helping communities in Baclayon, Pamilacan and Dauis to come up with integrated tourism activities to raise the conditions of the people and their communities. Refusal to Vaccinate Dogs Means P2T Fine to Owners

DOG owners who refuse to register and vaccinate their pets against rabies would be slapped P2,000, a national law’s implementing rules states. And if by any chance, the unvaccinated dog figures in a biting incident, the owner is obligated to pay for the victim’s medical expenses as well as his dog’s mandatory vaccination. The policy is part of the national step to rid the country of the threat of highly contagious rabies, which has killed a lot of people. The Implementing Rules and Regulations (IRR) of Republic Act 9482 commonly known as the Anti Rabies Act of 2007 prescribes the procedures and guidelines for the implementation of the Anti-Rabies Act to facilitate nationwide compliance, states the joint department order of 4 participating concerned government agencies. Jointly issuing the Administrative Order are the Departments of Agriculture, Health, Education and Interior and Local Government. According to the Section 11 of the joint department order, an owner is legally bound to put his biting dog under observation after it has bitten an individual, or he shall be slapped a penalty of P10,000. If he refuses to shoulder the victim’s medical expenses and have their biting-dog surrendered for observation, owner is also liable for P25,000 in fines. As the new IRR for the Anti Rabies Act of 2007 asserts the role of the state to put up a system for the control, prevention of the spread and eventual eradication of human and animal rabies, it also impresses on the need for responsible pet ownership, says Bohol Provincial Veterinarian Stella Marie Lapiz. P8.00 New Fare rate to start Friday for Public Utility Vehicles

Land Transportation Facilities Regulatory Board (LTFRB) implements a new rate starting on Friday with a minimum of P8.00 for the first four kilometers and P1.50 for every succeeding kilometer. The new rate is for all public utility vehicles except tricycles fare hike’s “across-the-board” nationwide. Mayor Alvin Uy, on the other hand, as the head of The Bohol Operators of Land Transportation Association (BOLTA) said they will not be implementing a fare increase. Uy claims that an increase is irrelevant to the groups purpose which is to compete with a lower fare, since it is found to be beneficial to commuters. BEMO Says No Mining Activities in 17 Towns

AT least 17 Bohol of towns should have no existing quarry operations. Residents in these towns who may have noticed any quarry activities may call or text 0926 973 6654 or o915 318 1146. A staff at the Task Force Kabukiran Tactical operations Center in Camp Dagohoy, mans the number 24 hours a day and 7 days a week, TFK operations head PSSupt Edgardo Ingking said recently. All information shall be treated confidential, he added. Of the 17, 9 towns have no permits issue, another 8 have expired permits, 2 have deferred permits while 3 more have suspended mining operations being within a protected site. According to the list of permittees furnished by the Bohol Environment and Management Office (BEMO) as of July this year, no permits were granted in Batuan, Clarin, Cortes, Dimiao, Pilar, San Isidro, Sevilla, Valencia and Tagbilaran City. On the 8-page list, BEMO head Engr. Renato Villaber also named Anda, Balilihan, Buenavista, Catigbian, Danao, Loboc, San Miguel and Tubigon as having previous quarry sites but operators have expired their permits, presumably after having gathered the volume they applied for. Moreover, permitees grantees in Jagna and Garcia Hernandez have deferred permits, BEMO reported. The Capitol environment office did not include in its report if anybody have pending permits applied in Dauis, Panglao, President Garcia, Bilar and Dagohoy. This means that in 25 towns of Bohol’s 47, mining activities should not be found, and if there are, they are definitely illegal.
