TAGBILARAN CITY, October 7 (PIA)—The bid to get Bohol back into the list of next wave cities (NWC) for prospectors of information technology’s business process management (IT-BPM) starts anew this week as private and public sectors bring Digital Bohol Summit here October 15 and 14. Set in an auspicious time when an earthquake in Bohol effectively cancelled the supposedly best time for the city and the province to showcase why it is the next best place for a BPM venture in 2013, the ICT summit now would be a chance at redemption for Bohol’s failed dream of showing off its potential as NWC call center hub. “It is our desire that Tagbilaran City maintains its presence in the ICT/BPM radar and become an investment location for the industry,” Governor Edgar Chatto said. The government has identified the IT-BPM as the biggest thing for the Philippines, with the potential for jobs and advancement neatly tucked in it. DTI ADOPTS INTERNATIONAL STANDARD ON ANTI-BRIBERY MANAGEMENT SYSTEMS

The Department of Trade and Industry- Bureau of Philippine Standards (DTI-BPS) adopted as Philippine National Standard (PNS) the International Organization for Standardization (ISO) 37001:2016 Anti-bribery management systems – Requirements with guidance for use. This PNS is applicable only to bribery and specifies requirements and provides guidance for establishing, implementing, maintaining, reviewing and improving an antibribery management system This document addresses bribery in the public, private and not-for-profit sectors; bribery by the organization; bribery by the organization’s personnel acting on the organization’s behalf or for its benefit; bribery of the organization’s business associates acting on the organization’s behalf or for its benefit; bribery of the organization; bribery of the organization’s personnel in relation to the organization’s activities; bribery of the organization’s business associates in relation to the organization’s activities; and, direct and indirect bribery. The standard sets out requirements and provides guidance for a management system designed to help an organization to prevent, detect, and respond to bribery and comply with anti-bribery laws and voluntary commitments applicable to its activities. Mayors Ask Amendment in 3 Towns’ Quarry Ban

TOWN mayors of Carmen, Batuan and Sagbayan ask Capitol to look into an executive order implementing a total quarry ban in their towns and possibly rescind or amend it so they could pursue development work using local natural resources. Unlike some other towns in Bohol, these 3 towns host the famed Chocolate Hills and lost their privileges to enjoy gratuitous quarry permits from government. This, most perceived disadvantageous to their cash deprived local governments wanting to do road network maintenance projects. Taking the cudgels for other towns, Carmen Mayor Manuel Molina has asked the Capitol, through its newly formed Task Force Kabukiran and the League of Municipalities of the Philippines (LMP) led by Jagna Mayor Exuperio Lloren to intercede and exempt their towns from the ban issued by Governor Erico Aumentado. Governor Aumentado in 2007 issued a quarry ban within the area designated as the Chocolate Hills National Geological Monument in a bid to stop activities that would result to the defacement of the national landmark. However, Molina argued that the quarry site that they intend to source out materials from lie in barangay Villafuerte; and not a Chocolate Hill is noted nearby. He added the source is an existing quarry site operated by a private company. The quarry, according to him, temporarily stopped operating due to the Capitol executive order. If the Capitol accedes, he said the town does not need to look farther to buy for its materials source. City Vice Mayor questioned approved funds in his absence

An unexpected tension over ruled last week’s Sangguniang Panlungsod (SP) session after Vice Mayor Jose Veloso questioned five items approved by the law makers in his absence. Without the Vice Mayor, supposed Chair of the SP, the session date was changed. More so, made Veloso felt by-passed by his comrades in the Sangguniang Panlungsod. During the Vice Mayor’s tour in Australia, a supplemental budget of P15.2 M, payment of P200,000 for consultants services, donations amounting P600,000, maintenance and operating expenses of P3M, land purchase of P7M and intelligence fund P1.5M. were approved by the Sangguniang Panlungsod.   Veloso questioned the approval of the P7 million for land acquisition. He said the fund allocation is not included in the annual investment plan of the city.   According to the Vice Mayor, any request of funding should be discussed through argument before its passage for approval. Congress filed a Bill to legalize Habal-habal operation

A Bill at the House of Representatives 3726 grants local government units to regulate and control the use of motorcycles for hire known as habal-habal. The Bill  seeks to devolve the regulatory and franchising powers over its operation to the cities and municipalities. The mandate of the said National law shall be enacted after the House of Representative passes the bill on the third and final reading. The measure is a substitute Bill filed, respectively, by Rep. Edgar Chatta, Ramon Durano 5th dist.of Cebu and Antonio Cuenco, 2nd dist of Cebu. The Congressman of the first district of the province said that the regulation of habal-habal will augment the revenues of LGUs through franchise fee collections, business permits and other regulatory fees....

“We can’t sell below buying price” – seller

LOWERING the price of commercial rice is beyond the small stall owners who source out their stocks at already high prices. This also sums up the reactions from local market stall owners in Tagbilaran City’s main market who still continue to sell commercial panda and pearl rice at P38-39 and P40-43, while their bukid rice still sells between P37-38. This is despite the fact that commercial rice in Metro Manila has gone down to P35 due to the continued government intervention such as flooding the markets with cheap rice and going tough on hoarders and scrupulous businessmen. “We can not go lower because we will already lose,” a stall owner who refused to be identified shared. “As much as we wish we could do it to compete with the P25 NFA rice, we also have to consider getting our money back,” she stressed in Cebuano. Her stall sits at close proximity to a Tindahan Natin outlet that sells the NFA rice at P25 a kilo twice a week. “We buy our stocks at already a high price and so we can not just absorb the losses because we also wish to earn a living here,” she explained. Admitting that she has noted the price of commercial rice go down from P40 two weeks ago to P38 now, she added that is the lowest they can offer to the consumers. Senior citizens want out of country’s problems

HATING to be perceived social burdens, the country senior citizens are mapping for a “last hurrah.” And if their blueprint snowballs, they can kiss goodbye their tiresome complaints on denied privileges. “We’re eyeing P210 M in annual funds we can use to buy eyeglasses, hearing aids, crutches, wheel chairs and dialysis machines for senior citizens. This should unburden local governments,” Capt. Antonio Oppus said during a press conference at the Miravilla recently. Oppus, a Baclayanon former manager of the Mactan International Airport Authority came home to Bohol to retire, only to find out that the dire situation confronting the country’s aging citizens. Meeting the press here in Bohol Thursday, July 10 after the National anti Poverty Commission (NAPC) Senior Citizen’s sector held their the country’s sectoral council meeting, Oppus, who admitted he is not even a member of the Federation of Senior Citizens of the Philippines (FSCAP) added the move should take issue of senior citizens from the government’s list of worries. The catch in the Oppus plan however is for the country’s five million senior citizens to rally behind the sectoral party enough to propel three representatives who could get at least P70M each in pork barrel. “We are launching in Bohol Kapulongan sa mga Katigulangan Pilipino (KKP) or the Senior Citizen’s Party, Philippines (SC-P) as our first step in availing of the P210 annual funding to serve our needs,” Engr.
